SAN DIEGO (KGTV) - San Diego marijuana supporters are being invited to legally celebrate 4-20 at an Embarcadero Park festival but organizers remind attendees that smoking in public remains illegal.Legal weed supporters will gather in Embarcadero Park North for Bayked?SD, a festival meant to celebrate marijuana and the unique holiday with educational seminars and various musical acts."Regardless of the origin of 4-20, it now marks a community celebration of a makeshift holiday where friends gather to enjoy life and spread the feel-good (sp) vibes year after year," organizers wrote online.RELATED: City of Chula Vista gives legal marijuana sales the green lightFestival organizers cautioned there will be no marijuana products of any kind sold on the premises, noting while it's legal to smoke marijuana in California it's not legal to smoke in public.A variety of cannabis brand vendors will be in attendance and sessions to provide education on recreational marijuana will be held.An insider with the festival told 10News that organizers will incorporate a combination of pre-event and on-site precautions to deter marijuana consumption.Organizers will remind attendees on-site and through email prior to the event that marijuana is not allowed. Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation. SAN DIEGO (KGTV) - San Diego Police arrested a man who tried to rob a downtown bank Saturday.Police said a 34-year-year old white man entered the Chase Bank on West Broadway and handed a note to a teller saying that he was robbing the bank shortly before 3 p.m. The teller was able to keep the suspect inside the bank until San Diego Police arrived on the scene. Police took the empty-handed suspect into custody without incident as he was walking out of the bank. Anyone with information about the incident is asked to call Crime Stoppers at 888-580-8477.  585

  

SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“One in four women and one in seven men will experience domestic violence in their lifetimes,” Finlay added. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. The order doesn’t become active until the abuser is served and made aware of the action. “Many times, these court orders do work and the violent behaviors stops. In cases where the court order is ignored and the violence escalates it’s important for that individual to develop a safety care plan,” she added. A safety care plan includes having a packed bag somewhere safe with clothes and copies of personal documents and planning an escape route.
