SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. "Nor did anybody every receive any rewards for making arrest."The protest will start at 6 p.m. in front of the San Diego Police Department Southern Division Headquarters, on 27th Street. 1670

SAN DIEGO (KGTV) - Police are searching for two men suspected in a downtown San Diego shooting spree that left five people injured Monday night.According to San Diego police, the gunfire was reported just after 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park.Police said four people were in the 500 block of 15th Street, near Island Avenue, when two men dressed in dark clothing approached the group and opened fire.Moments later, and several blocks from the initial shooting scene, a fifth person was shot in the 1800 block of Island Avenue.All five shooting victims suffered what were considered to be non-life threatening injuries, according to police.Police said the suspected shooters were described as black men between 19-25 years old and 6 feet to 6 feet 2 inches tall. The men were last seen fleeing westbound from the area.A witness in the area told 10News that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene. Police did not confirm if they were searching for vehicles as part of the investigation.Police are looking into the possibility the shooting was gang-related.Mayor Kevin Faulconer released the a statement Tuesday afternoon on the shooting. SAN DIEGO (KGTV) - One person was killed in a chain-reaction crash on Interstate 805 in the South Bay that forced lane closures and led to a heavy traffic backup during the Wednesday morning commute.Shortly after 11:30 p.m. Tuesday, the California Highway Patrol reported a crash involving a Nissan pickup truck colliding with a Caltrans truck that was working along the side of northbound I-805 near Bonita Road.CHP officials determined that a Toyota Yaris struck the pickup, causing it to slam into the back of the Caltrans truck, which was hauling asphalt.CHECK TRAFFIC CONDITIONS10News learned the Nissan's driver died at the hospital after sustaining injuries from the wreck.Yaris' driver, a 29-year-old man, was arrested on suspicion of DUI and vehicular manslaughter.No other injuries were reported, and CHP officials said the crash is under investigation.The crash and clean-up led to the closure of at least two lanes on northbound I-805 at Bonita Road. The onramp from Bonita Road to northbound I-805 was also shut down.The closures caused a traffic jam that extended south past Palomar Street in Chula Vista.To alleviate some of the gridlock, the CHP opened the HOV lanes to all vehicles. 1207

  

SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739

  

SAN DIEGO (KGTV) - Police body-worn cameras captured the parents of Trevor Heitmann pleading with officers to hospitalize their son just hours before he killed himself and two others in a high-speed car crash.In August 2018, Trevor Heitmann, known on his popular YouTube channel as McSkillet, ultimately drove the wrong way down the 805 at speeds over 100 miles per hour before the fatal accident.A lawsuit filed against the City of San Diego claims, police officers failed “to act in accordance with the statute and carry out their mandatory duty,” and as a result, Heitmann, “subsequently and predictably endangered the lives of others and himself and drove his vehicle at speeds in excess of 100 mph, striking Aileen and Aryana Pizarro's vehicle and endangering other members of the public.”The lawsuit goes on to say, “Because he was not evaluated by defendants to determine if he was a danger to himself or others, he was able to carry on with his erratic and mentally unstable behavior, and ultimately colliding head-on with Aileen Lydia Pizarro's vehicle, and thereby, causing fatal injuries to Aileen and Aryana Pizarro." 1137
