Thousands of elevator permits in San Diego County are out of date, according to the Department of Industrial Relations. In San Diego and Imperial Counties, a DIR spokesperson said there are 12,541 elevator permits issued. Of those, 6,932 are expired. DIR spokesperson Frank Polizzi said there is no penalty for expired permits, “but a unit should not be running if it has been tagged out of service for a maintenance/safety reason.”Team 10 visited several elevators in downtown San Diego and found there was no permit displayed in the elevator at all—including an elevator at Horton Plaza and one operated by the City of San Diego. Polizzi said there are other reasons a displayed permit could be expired, besides the elevator being out of compliance. The owner could be waiting for a Cal/OSHA permit inspection or they have not posted the most updated permit. 868

TOKYO (AP) — The five Olympic rings are back in Tokyo Bay. The rings were removed for maintenance four months ago shortly after the Tokyo Olympics were postponed until next year because of the COVID-19 pandemic. The rings are positioned on a barge and stand about 15 meters tall and 33 meters in length — about 50 feet tall and 100 feet in length. The Olympic rings will be lighted at night and are situated in the shadow of Tokyo's famous Rainbow Bridge. The Olympics are to open on July 23, 2021, followed by the Paralympics on Aug. 24. Organizers are confident that 15,400 Olympic and Paralympic athletes can safely enter Japan during the pandemic. 659

TORONTO, Canada (KGTV) -- Canadian law enforcement officials have released disturbing surveillance footage showing a masked suspect posing as a delivery man firing a crossbow into a woman.The video, which was captured Nov. 7, 2018 but released this week, shows the suspect approaching the 44-year-old victim's porch holding a large cardboard box. The suspect rings the doorbell, exchanges words with the victim, then fires an arrow into her chest, leaving her with life-threatening injuries. The suspect then fled the scene in a dark-colored vehicle parked nearby, police said."After a brief conversation, the suspect shot the victim with an arrow using a crossbow that was concealed inside of the box," Peel Regional Police said.Investigators said the attack was premeditated, targeted, and isolated "based on the conversation that occurred between the victim and the suspect." No further details about the conversation were disclosed.Police said the suspect used an arrow "designed to hunt large game such as moose and deer and inflict the maximum amount of damage possible."Officers are seeking the public's help identifying the suspect in the attempted murder case. There's a new program aimed at helping Black and Latinx students succeed.The Equity in Education Initiative was built through a partnership between Walmart and North Carolina A&T State University.The program acknowledges many of these students start at a disadvantage, because they go through under-funded school districts.“These students are coming in sometimes with academic gaps that are due to no fault of their own. It's not a difference in ability, it's just a difference in their zip code,” said Kevin James, Dean of the Deese College of Business and Economics at North Carolina A&T.The program is broken up into four focus areas, addressing specific needs of different students. They include financial resources and mentorship while in school, and then network building to create career opportunities their white counterparts may already have.“So many people actually obtain their jobs through networks, because they know someone who knows someone, and many of these students, most of them come in without those built in networks and their families don't have those networks,” said James.The hope is that the positive effects of the program will extend outside of school, allowing successful students to invest and give back.“It's not just about the impact on the student. It's about multi-generational impact on families and about extending those impacts into communities that often times have been under resourced,” said James.Some parts of the program, like the Black Male Initiative, will make resources automatically available to students.There will be an application process for the Leadership Cohort and scholarships.The program starts early next year. 1683

  

Three national parks recorded its highest number of visitors last month.According to The Billings Gazette, Yellowstone National Park recorded more than 360,000 visitors in October, which is an increase of 110% from last October.Its previous October record was set in 2015 when 252,000 guests visited the 2.2 million-acre national park.But for the whole year, visitation is down 6% from the same time as last year, with about 3,740,000 people visiting the park, the Associated Press reported, but that's because the park was closed for two months due to the coronavirus pandemic.Another national park that saw record crowds was Grand Teton National Park, located 31 miles from Yellowstone.In October, Grand Teton saw more than 351,000 guests, which is up 88% percent from this exact time last year, the Gazette reported. According to the newspaper, the national park's previous October record was set in 2018 with more than 207,000 visitors.The newspaper also stated that Glacier National Park recorded more than 125,000 tourists last month. In 2018, only 78,000 guests visited, and over the previous three years, the national park has recorded about 85,000 people. 1172
