SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. That number dropped to 12.5% on Saturday.The restrictions will begin for a region at 11:59 p.m. on Sunday, according to the state. The region will be allowed to exit the order and return to previous reopening restrictions on Dec. 28 if ICU capacity projections for the following month are above or equal to 15%.RELATED: San Diego hospitals react to Newsom’s regional stay-at-home orderUnder the regional stay-at-home order, restrictions will last for three weeks and ban gatherings of people from different households. Several businesses will also be forced to close, including:indoor and outdoor playgrounds;indoor recreational facilities;hair salons and barbershops;personal care services;museums, zoos, and aquariums;movie theaters;wineries, bars, breweries, and distilleries;family entertainment centers;cardrooms and satellite wagering;limited services;live audience sports; andamusement parks.Schools with a waiver, "critical infrastructure," retail stores at 20% capacity, and restaurants offering takeout and delivery service can stay open. Hotels can also remain open "for critical infrastructure support only," and churches would be limited to outdoor services. Businesses have 48 hours to comply with the new health order.RELATED: Gov. The county has 791 coronavirus-related hospitalizations, 216 of those in the ICU, according to Friday's data. San Diego County's ICU capacity sat at 23%. Over the last 30 days, county health officials said there has been a 178% increase in COVID-19 hospitalizations and a 121% increase in COVID-19 ICU cases.San Joaquin Valley also fell below the state's threshold on Friday, with 14.1% ICU capacity, according to CDPH:Bay Area: 21.2%Greater Sacramento Region: 21.4%Northern California: 20.9%San Joaquin Valley: 14.1%Southern California: 13.1%Multiple Bay Area counties have already started the latest health order. CHP says 26-year-old Jacob Eugene Arnell was killed when the Cadillac Escalade he was driving at a high rate of speed overturned and hit a tree. The crash happened around 9 a.m. Saturday on the right shoulder of Sea World Drive. Arnell was pronounced dead at the scene. At this time, it’s unknown if drugs or alcohol were involved. SAN DIEGO (KGTV) - Condo and townhome sales increased more than 7 percent from April to May in San Diego County, while single-family home sales held steady, the Greater San Diego Association of Realtors reported Monday. Attached property sales increased 7.3 percent from 983 in April to 1,055 in May. Month-over-month sales of single-family homes increased by just 0.7 percent from 2,023 in April to 2,037 in May. Property sales, which plunged during the winter, have had steady increases since January. The price of single-family homes rose 1.2 percent from 2,200 in April to 0,000 in May. Attached property prices grew 3.3 percent from 0,000 in April to 4,000 in May. ``Sellers still have the upper hand in this market,'' said SDAR President Kevin Burke. ``However, buyers who take the time to research neighborhoods should find more homes for sale than they would have a year ago.'' The report found that across the country, 15% of all moves between January and June 2020 were forced by the pandemic. Since the pandemic was declared, 64% more people left New York and California than moved in," the report stated.While some in California chose to leave the state, a closer look at the numbers from Hire A helper shows there hasn't been a mass exodus.Their data shows 82% of Californians who moved relocated somewhere else within the state.Many moved to smaller and, in some cases, less expensive cities, while others to the suburbs.According to Hire A Helper, 47% of all San Diego moves were within San Diego and 67% of those who moved out of San Diego went to the Los Angeles area.According to United Van Lines, there was a decline in moving requests from March to May 2020 compared to the same period in 2019. In a moving trends and data insights release, "Interstate move requests were lower in March 2020 (26% decrease) and April 2020 (31% decrease) than 2019 data. However, moving interest in September 2020 is notably higher than the previous year (32% increase) — indicating a shifting peak moving season, which typically occurs in late spring and early summer."Rental Market Rob Warnock is a research associate for the online rental platform Apartment List."You have people who are leaving the rental market to enter the home ownership market, for example, you have people who are just moving within cities because a lot of cities like San Francisco have a lot of variation in the housing market just across different neighborhoods or nearby suburbs," Warnok said.He explained there are different migration flows, and people's current situation is driving moves some hadn't considered.According to an Apartment List national rent report, rent prices in some areas across the country are down.Their report noted, "Of the 100 largest cities for which we have data, 41 have seen rents fall since the start of the pandemic in March. To put that in perspective, during the same months last year just four cities saw a drop in rent prices, and among them the average decline was only 0.8 percent. And even in the cities where rent growth has been positive through the pandemic, it has still been sluggish. Seventy of the 100 largest cities are currently registering slower year-over-year rent growth than at this time last year.”It also showed falling rent prices in expensive coastal cities. Although in San Diego Apartment List found San Diego rents have increased 0.8% over the past month but have decreased moderately by 1.4% in comparison to the same time last year.The report stated, "While rent declines in most cities have been relatively modest, a handful of major cities are experiencing significant and rapid price reductions.
