For more than 40 years, The Guardian Angels have been putting their lives on the line to protect citizens. The group, which is made up of volunteers, don't get paid and don't carry weapons. Advocates of the group say they have made a big difference in public safety. But the group is having trouble attracting new members, and it's losing its headquarters in Colorado. It’s Saturday evening on one of Denver’s most dangerous streets, when the calls of concerns start coming in. “We got a report from a passerby about an individual shooting over here,” said Robi Salo, commander of the Colorado Guardian Angels. The word "shooting" refers to drug use, and that's exactly what Salo and his team found when they arrived to the scene. They approached young man, sitting in a parking lot with a needle in his hand. “We aren’t going to bust your b***s or nothing,” Salo says. “If you’re going to shoot, you’re going to shoot.”The young man decides, at least while the Guardian Angels are around, not to inject himself with drugs. Salo chalks it up a small win. Back in the day, the Guardian Angels had a reputation of being a Robin Hood, while robbing drug dealers and donating that money to local shelters. The group started out protecting New York City subway riders in the late 1970’s. The Colorado Guardian Angel chapter opened in Denver in 1993. Twenty-six years later, their numbers are dropping, their members are getting older and they’re losing their headquarters.“The numbers have dwindled over the years,” Salo says of the Colorado Guardian Angels. “Instead of having 100 active, we have 25 maybe on the deep list; probably about 12 that are heavily active. And we’re aging. I’m 55 we have members that are as old as 70.”Salo says while there are more Guardian Angels chapters across the country, the number of active members has stayed the same at around 3,000 since the mid-1990’s. The angels are aging out, but there is hope to replace them. “I’m kind of, right now, a rookie; fresh meat,” said Zane Salazar, who at 16 years old is following his father’s footsteps in becoming a Guardian Angel. “We want to show the community that we’re out there, show the community that we care, and I think people will come along if they see that.”We reached out to several national and local law enforcement agencies for their take on the Guardian Angels. PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. However, Miller says if state regulators find that any auto carrier made an excessive profit, customers could be refunded under a Florida law meant to protect consumers.The I-Team requested an interview with Florida's Insurance Commissioner David Altmaier. His spokesperson declined our request but said in a statement."OIR thoroughly reviews all filed auto insurance rates filings to ensure they comply with all applicable laws and are not excessive, inadequate, or unfairly discriminatory. His prices haven’t changed in decades. “He’s like, ‘we’re a minority business, we need to help the minority community,'” Vo said. It’s a minority community that is now mourning the horrific death of 46-year-old George Floyd. People seeking justice immediately took to the streets. But unfortunately, what started as peaceful protests, progressed into riots with looting and vandalism. “I understand the injustice, I understand the anger, but it’s just sad. This whole street was so dead during COVID, and we were trying to survive. Only to see this – I know these owners,” Vo said. Vo’s business was spared, but many others are beyond repair. Others who live in the community say they’re upset to see their neighborhood in shambles. “It was time to react, but this, all our buildings boarded up and everything. I feel like that wasn’t good to do to our neighborhood, or any neighborhood where people got to live. People can’t even go to the store. People need food,” a St. Paul local said. “I think it was Kennedy who said that ‘when non-violent revolution becomes impossible, that violent revolution becomes inevitable,'” Minnesota Psychological Association president Willie Garrett said. Being a truck driver isn't the draw it used to be. At Excel Driver Services, they're grinding gears trying to figure out how to get more people behind the wheel of big rigs. “It's a big issue,” Excel owner Jason Emery said. “You've seen companies go out of business because they can't support growth because they can't get safe drivers to operate their equipment.” Emery says America has a major shortage of licensed truck drivers and the numbers support him. According to the American Trucking Associations, the industry was short more than 60,000 drivers in 2018 – that's almost a 20 percent increase from the year before. The ATA also reports a need to hire more than a million new drivers over the next decade to keep up with growing transportation demands. “There's a huge need for qualified truck drivers right now,” Emery said. “Every company in this town is looking for drivers right now.” Emery says the major reason for the decline is that many drivers are getting older and retiring. Now the industry is trying to attract younger drivers, people like Shelby Stennett – who is changing careers from a frack hand in the oil fields to a truck driver on the interstates. “As far as career-wise making that extra money and put that money in my pocket,” he said. “Being able to provide for myself and my family and my friends. It's important to me because I got to eat. I got to eat to survive.” According to the Bureau of Labor Statistics, the starting pay for a truck driver is ,000 per year. After a few years on the road, however, the ATA says drivers can easily make six figures driving an 18-wheeler. Despite the pay, this job isn't for everyone. Drivers can spend weeks on the road alone and sleep in their rigs. Now economists say fewer truck drivers on the road could end up costing you a lot more money. “For the last several years we've gotten used to free shipping and one-day shipping and give it to me right now,” said Christina Huber, Ph.D. a professor of economics at Metropolitan State University Denver. “Maybe that can't continue.” Huber says with more online shopping and fewer drivers to transport the goods, shipping costs could skyrocket. “If they're having trouble attracting drivers to the industry the only way to alleviate that shortage is to make it more attractive for them to enter,” she said. To attract more drivers, many companies are increasing pay. Documents show some of the moments leading up to Kyle Rittenhouse's arrest in the early morning hours after he allegedly shot and killed two protesters in Kenosha. The documents also conclude Rittenhouse did not transport a rifle across state lines.The documents contained redactions.The 17-page incident report describes the three hours Rittenhouse and his mother spent at Antioch's police headquarters, located in Rittenhouse's hometown, as well as the police department's investigation into the history of two rifles, one of which was allegedly handled by Rittenhouse in Kenosha.Rittenhouse was charged with first-degree intentional homicide and first-degree reckless homicide for the shooting deaths of Anthony Huber and Joseph Rosenbaum during unrest in Kenosha on Aug. 25. On Friday, an Illinois judge granted permission for Rittenhouse to be extradited to Wisconsin to face those charges. The Kenosha County Sheriff confirms Rittenhouse has been brought back to Wisconsin.According to the incident report, Rittenhouse and his mother arrived at the Antioch police station just after 1 a.m. on Aug. 26 after the Kenosha shooting. Responding officers recounted that the 17-year-old "immediately became emotional" and began crying, saying that he had "ended a man's life," the report states. An officer there noted that Rittenhouse appeared to be wearing the same clothes the officer saw worn by a man involved in the Kenosha shooting via Facebook Live.Rittenhouse told the officers that he was "hired" to protect businesses in Kenosha during the unrest. Rittenhouse's mother made a comment that Rittenhouse may have hurt a man, and Rittenhouse interrupted her, exclaiming "he's dead," according to the report.Rittenhouse continued that he attempted to speak with a Kenosha police officer in Kenosha about the shooting on that night, "but was told to go home," the report states. Sometime later, Rittenhouse told the officers that "I shot two white kids," the report states.Still in the lobby of the police station, Rittenhouse inquired about one of his friends, and his sisters, who were at the family's apartment in Antioch. Antioch police identified the friend, but we have chosen not to identify a person who has not been charged for breaking the law.Rittenhouse continued that the friend was with him in Kenosha, but at some point that night they had split up. Rittenhouse said his friend "currently had his rifle," the report states.Rittenhouse and his mother were escorted into an interview room a little over an hour later.Antioch officers proceeded to Rittenhouse's family apartment and spoke with Rittenhouse's friend and the sisters. When asked, Rittenhouse's friend told the officers that he had Rittenhouse's "AR," saying it was in the trunk of his vehicle. Rittenhouse's friend consented to a search of his car, officers write in the report.The criminal complaint filed against Rittenhouse reported that the friend in question was the person whom Rittenhouse had called on the night of the shooting.Later that morning, around 7:45 a.m., Rittenhouse apparently began having trouble breathing, the report states. The Antioch fire department arrived to give aid.A valid temporary felony warrant for first-degree intention homicide - body only was then filed, and Rittenhouse was booked. A judge then denied Rittenhouse bond.The next day, Aug. 27, Antioch police arrived at the home of Rittenhouse's friend's stepfather, living in Kenosha. The stepfather told the officers that Rittenhouse's friend had purchased a rifle over a year ago. He said Rittenhouse's friend then purchased a second rifle for Rittenhouse, using Rittenhouse's money. The stepfather told the officers that both rifles were purchased in Wisconsin, according to the incident report.The stepfather said that when he learned his stepson had purchased the gun for Rittenhouse, he refused to have the weapon stored anywhere other than his locked safe at his home in Kenosha. Following a trip to northern Wisconsin with Rittenhouse and his friend, the stepfather told officers he then locked Rittenhouse's rifle in his gun safe because he was underage.The stepfather continued that on Aug. 24, following the police shooting of Jacob Blake, he decided to transport the rifle from his gun safe into the basement of his residence, to be used for protection. The stepfather later had a phone call with Rittenhouse's friend, who said he and Rittenhouse had been hired as security for businesses in Kenosha, police explain in the incident report.Two days later, on Aug. 26, when the stepfather said he was preparing to leave Kenosha due to the unrest and the Kenosha shooting, he discovered that Rittenhouse's rifle was no longer in the basement, where the stepfather had left it. The stepfather told Antioch police he believes Rittenhouse and his stepson took the rifle, the report states.The Antioch police department's incident report also describes another interview between officers and Rittenhouse's friend. In that interview, Rittenhouse's friend said he had been on the roof of a building in Kenosha and did not witness the shooting. He said Rittenhouse had called his friend at some point after the shooting. They met up and drove in the friend's car.Rittenhouse's friend also told the officers that he and Rittenhouse both had rifles that night. The friend said he had dissembled his rifle, while Rittenhouse left his assembled, both left in the trunk of his friend's car.As described earlier, Antioch police officers searched Rittenhouse's friend's car. They found both the assembled and disassembled rifles in the truck.In a third interview described in the incident report, Rittenhouse's friend told Kenosha police detectives that Rittenhouse had obtained his rifle from his stepfather's house before they left for downtown Kenosha. The friend added that he had told Rittenhouse earlier, "in all reality, you are not supposed to have that gun. That gun was in my name."An investigation by Antioch police eventually concluded on Sept 2. that the friend did buy both rifles, one with Rittenhouse's money. The investigation further concluded that both rifles were purchased in Wisconsin, and that Rittenhouse's rifle stayed in Wisconsin until it was brought across state lines in his friend's car to Antioch following the Kenosha shooting.But the investigation also noted at the time that there is no evidence suggesting the same rifle was physically possessed by Rittenhouse in Illinois.
