SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. They will follow the CDC guidelines and will prioritize those who provide direct medical care, followed by critical national security units, and then deployed forces.The vaccine arrival comes as military hospitals in San Diego are also seeing a surge in COVID-19 cases. SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol.This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top.While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday.
