SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. SAN DIEGO (CNS) - A woman who caught herself on fire in her kitchen and her husband were burned when he rushed in to help his wife inside their home in the Bay Terraces neighborhood Sunday, fire officials said.The stove fire inside a home on the 7500 block of Careybrook Lane ignited about 3 p.m. Sunday, fire officials said.The husband used whatever he could find in order to help his wife, San Diego Fire Department Battalion Chief Brian Raines said."Eventually, there was water used from a bathroom," San Diego police Lt. Mike Ramsay told the station. "But due to whatever was used (by the husband) part of the flash, part of the fire, his clothing caught on fire."The husband and wife were taken to the UCSD hospital burn center. SAN DIEGO (CNS) - An ex-con pleaded not guilty to a murder charge today for allegedly stabbing another man in an apparently random attack in a public restroom along the Pacific Beach boardwalk, 16 days after being released from prison.Martin Alvarez, 33, is accused in the Aug. 16 slaying of 39-year-old Michael Wagley, who was found mortally wounded at about 7:30 p.m. on Aug. 16 in the lavatory at 700 Grand Avenue. The victim was taken to a hospital, where he was pronounced dead.Witnesses reported seeing a man fleeing on a bicycle following the stabbing, San Diego Police Department Lt. Andra Brown said.The lieutenant said Alvarez, who matched the suspect description, was detained in the area and later arrested on suspicion of murder.The alleged motive for the slaying was unclear, but a prosecutor said the victim had no connection to his attacker.Deputy District Attorney George Modlin called the stabbing a ``random act of murder'' in which Alvarez allegedly attacked the victim from behind, stabbing him in the neck. SAN DIEGO (CNS) - An alleged drunken driver was going 121 mph when he caused a fiery freeway pileup that killed two men and seriously injured a woman on Interstate 15 last year, a prosecutor told jurors Tuesday, but a defense attorney claimed an off-duty San Diego police sergeant is actually to blame for the deaths.Jeffrey Brian Levi, 39, is charged with murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, for the Jan. 2, 2018, deaths of 33-year-old Jesus David Dominguez and 19-year-old Isaac Felix, who were burned to death inside a Toyota Corolla that was struck at about 11:45 that night in the fast lane of northbound Interstate 15 near Miramar Road.Giovanna Dominguez -- Jesus Dominguez's sister and Felix's girlfriend - - was also a passenger in the Corolla. According to Waddle, Rowe was speeding, failed to wear his prescription glasses and was looking in his rearview mirror at the time of impact.Aguilar noted that Rowe often used his rearview mirror to spot anyone who might be trailing him from the police station to his home, a risk that Rowe potentially faced as a member of the department's gang unit.In addition to not paying attention, Waddle said that Rowe failed to use evasive maneuvers that were part of his police training."This was the direct result of that secondary, very violent crash where Sgt. Rowe was not paying attention to the roadway in front of him," Waddle said.The defense conceded that Levi was driving too fast in connection with the initial crash, but said "thankfully" there were no significant injuries as a result.Giovanna Dominguez -- who was expected to testify Wednesday -- did indicate during a preliminary hearing earlier this year that no one was injured as a result of the initial crash.
