SAN DIEGO (KGTV) -- The Poway man at the center of a multimillion-dollar Ponzi scheme was sentenced Wednesday to 12 years in prison. Numerous victims spoke to Dougherty via video conferencing due to COVID-19 protocols.In a plea deal, Christopher Dougherty pleaded guilty to grand theft and securities fraud back in March. He also received a white-collar crime enhancement, according to the District Attorney’s office. Prosecutors say there were nearly 50 victims, many who were elderly.He originally faced more than 80 felony counts after his arrest in April 2019.Team 10 first spoke to several alleged victims of Dougherty early last year. They said he stole the money he was supposed to invest for them. Some of his victims met Dougherty through their jobs as educators while he worked as an investment advisor with various school districts.“The lessons we learned from you were beyond the academic acumen. They are about the dark side of life,” said victim Cheryl Biagi during victim impact statements Wednesday afternoon.Biagi said Dougherty not only took money from her, but also her niece and her 91-year-old mother who has since passed away.“We know you are guilty of so much more than securities fraud and grand theft, but we hope when you get out of prison, you make every effort to repay every dime to those people who believed in you,” Biagi said.Investigators said Dougherty offered victims investment opportunities in companies he owned, then used some of their funds for his personal expenses like home remodeling, travel, and college tuition.For the first time, Dougherty spoke about his crimes. He offered an apology that lasted roughly 17 seconds.“To everyone, I accept full responsibility for my actions. I want to sincerely apologize to you and your family members and I also want to let you know I did make a mistake and I will not do this in the future. I extremely apologize,” Dougherty said in court.It is an apology that falls short for many victims. Jerry and Diane Cole told Team 10 they lost more than .6 million in the scheme.“This wasn’t money that basically fell out of the sky to us. This was the product of 50 years of our married life together… of working, saving, putting away money,” Cole said.Cole said they have been able to survive, thanks to their children and close friends. They believe Dougherty has no remorse for his crimes.Although Dougherty is ordered to pay restitution, many victims are doubtful they will see their money again.Deputy District Attorney Michael Zachry called this case “extremely egregious.” Zachry said there was over million dollars taken in with million net loss to victims.“It’s more than just money. SAN DIEGO (KGTV) - The Rock Church is making holiday giving even easier, teaming up with Express Feedback for Good to raise money for their Toys for Joy campaign.Under the new program, people can sign up to take on-line surveys. For each one they take, the Church will get towards their holiday fundraiser."This is a life or death situation for some kids and some families," says Pastor Miles McPherson.The Toys for Joy program is now in its 23rd year. Each year the Church helps around 20,000 families with food, clothing, toys, and more for the holidays. McPherson says he hopes the new survey tool will inspire people to do more."The express feedback tool gives people the opportunity to do something to help somebody, but we want them to take the next step, touch a person, smile at a person, hear someone's story," he says.The surveys only take about one minute each, and there's a limit of 100 per person. The Church says they hope to raise 0,000 from the surveys, to help supplement the other donations they get each year.The company, Express Feedback for Good, takes the information from the survey and sells it to businesses to help them serve their customers better."It's a win/win for both parties," says Product Manager Dena Coykendall. "The non-profit can create resources, and business can collect information from a crowd that's more representative."This year, the Rock Church will have four locations for their Toys for Joy campaign on December 14th. SAN DIEGO (KGTV) -- The parents of more than 600 migrant children still haven’t been found, more than two and a half years after thousands of children were separated from their parents at the border.The separations happened from 2017 to 2018, as part of President Trump’s zero tolerance policy.According to a tweet from the ACLU, the parents of 666 migrant children have not been found, that number is over 100 more than what was reported during a court hearing in late October.The zero tolerance policy started in 2017, when over 2,700 children were separated from their parents after crossing the U.S. - Mexico border. The policy was ended by San Diego federal Judge Dana Sabraw in 2018.Last month, the same judge asked the Trump administration to do more to help find the children’s parents.Richard Villasana is the founder of Forever Homes for Foster Kids, a San Diego charity that helps locate families of children in the U.S. foster care system, often times working in Latin American countries.“Some of these children will never be reunited with their parents because there was just not enough information to work with,” says Villasana.The ACLU says the children’s parents are believed to be in their home countries. Villasana says the process of finding relatives in other countries is very complicated, often times only having a last name or a city to work with. Other times, Villasana says, volunteers have to depend on the child’s memory for information, which can be challenging if they are too young.“Depending upon their age, they’re probably not going to be of any help to help the attorneys with ACLU and those non-profits to connect them to their parents,” explains Villasana.As reunification efforts continue, Villasana expects that it will be years before these children’s parents are found and he says it’s likely some will never be located.Another court hearing is scheduled in San Diego on December 4th. 1932

SAN DIEGO (KGTV) — The tight race between two democrats to become San Diego's next mayor is seeing an increase in attacks, less than four weeks before the election.Democrats Todd Gloria and Barbara Bry have both said they were not involved with messages that have gone out over the last few days. On Wednesday, Barbara Bry called a news conference Wednesday in response to two mailers she said were deceptive — one sent to Democrats made her out to be the Republican choice for mayor, while the other, sent to Republicans, made her out to be very liberal. "I think these mailers are very deceptive, they do not explain who I am as a person, they were done in a deceitful way to purposely deceive voters about who I am," she said. Both mailers appeared to be in support of Bry, with quotes or images from well-known public local officials. But a closer look shows that a committee that supports Todd Gloria paid for the ads. Attorney Gil Cabrera, the principal for Neighbors for Housing Solutions Supporting Todd Gloria, which sent the mailers, says their purpose is to show that Bry is trying to be different things to different voters."The one thing she hasn't said is that any of the quotes are inaccurate or any of the policy positions are inaccurate, which is, I think, interesting," he said. A spokesman for Gloria says the candidate is not legally allowed to coordinate with those mailers and has not done so. Meanwhile, Gloria is taking attacks from conservative radio host Carl DeMaio over his recent support of a bill that doesn't automatically force someone to register a sex offender in certain circumstances after sex with a minor - meant to end discrimination against LGBTQ individuals.Demaio said he did it on his own and said he has not endorsed Bry. Bry said her campaign had nothing to do with the texts and disagreed with Gloria's vote on the bill, Senate Bill 145.Political Analyst John Dadian said denouncing an ad would be a victory for an opponent. "You're never going to agree with your opponent, so that's why she's saying I'm not going to denounce it, you go talk to Carl DeMaio," he said. "And then on the other side of the coin, Todd Gloria is doing the exact same thing."The race is in a dead heat, according to the ABC 10News/Union-Tribune scientific poll released this week.
