SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. And I think that's in conjunction with cooperation of our local governments and our San Diego Police Department," said Palmer. 2081
SAN DIEGO (KGTV)- When the pandemic hit city leaders opened the San Diego Convention Center doors to house those living on the streets. But as that time will soon come to an end, the San Diego Rescue Mission is working to give those in need a safe place to stay.The transition during the pandemic was not easy.“For people experiencing homelessness, the rates of COVID have been very low, but it was absolutely a struggle,” says Paul Armstrong with the San Diego Rescue Mission.The City of San Diego recently announced its plan to close the convention center by December. The state has reserved funds to help the city buy at least one hotel to house the homeless. Unfortunately, the hotel’s 340 units won’t be enough space for everyone.“As they ramp down their operations there, we have to be mindful to make sure we’re giving as many opportunities to the people in the convention center,” says Armstrong.The San Diego Rescue Mission is stepping in to help. Team members visit the convention center a few times during the week to notify the people of their programs.Their emergency shelter is available for women and children.They also have a year-long “Mission Academy.” It’s a three-semester program. Semester one focuses on wellness. Semester two is center around education and training.“Semester three is really preparing them, letting them focus on housing and building up,” says Armstrong. “Working and building up that savings so that they can transfer into a successful, sustainable life.”The Rescue Mission says they have seen a large success rate from the students who have completed Mission Academy. 1617
SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265
SAN DIEGO, Calif. – When college students were forced out of dorms, some without family or a permanent home didn’t have anywhere to go.Young people who are too old for the foster care system have been some of the hardest hit by COVID-19. Researchers with the Field Center for Children’s Policy found they've been severely impacted by the unemployment, education disruption, homelessness, and food insecurity brought on by the pandemic.“Once I turned 21, because I emancipated from foster care, there weren’t any housing resources for me available. It was kind of, you’re on your own," said Jackie Robles. During the shutdown, Robles was transitioning into graduate school at UCLA.“There was a lot of confusion with dorms shutting down, sororities and fraternities pretty much dismantled. And then also on-campus jobs and part-time jobs, those were all being laid off or non-existent," said Gianna Mulkay.Mulkay is Executive Director of Together We Rise, a nonprofit dedicated to helping foster children. When COVID-19 hit, they moved quickly to support former foster youth in college, calling on volunteers to open their homes, working with hotels to secure rooms, and even purchasing RVs for students.“Before you know it, we were serving 1,200 students, with not just longer-term housing, but making sure they had meal assistance, making sure they stayed enrolled," said Mulkay. Through the rapid response effort, Robles received money for food and rent before landing in a housing program for the homeless.“We’re very nervous about the continued close-downs and what that means for housing for foster youth," said Mulkay. It’s a system that was already in crisis, Mulkay says, noting some of the dismal statistics.Among them: 80% of the prison population has experienced the foster care system, 70% of foster youth go homeless within 18 months of aging out of the system, and 70% of young women in the foster care system will become pregnant by age 21. Mulkay says there's also a huge disparity in education, only 50% of foster youth graduate high school, and just 3% graduate college.“Foster community is hit, and it’s hit hard. We don’t think it will ever be the same again," said Mulkay. But the rapid response effort is showing results; 100% of students who received help re-enrolled for college this fall. They now have funding to provide this critical lifeline to youth in 14 states.“This is definitely way more direct, way more in the trenches of discovering the real issues," said Mulkay. SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319
