SAN DIEGO (KGTV) — Demonstrators gathered across the county to demonstrate against police violence ahead of several expected protests during the weekend.Events in Carlsbad and Escondido brought demonstrators to street corners and parks with signs and cries for action, in response to police killings of black men sparked after the death of George Floyd in Minneapolis. Similar events were also planned for Oceanside and San Diego.Friday's gatherings mark about a week of daily protests calling for police reform around the county. This week, some of those reforms materialized in moves by local departments to end the use of the carotid restraint technique. City Council President Georgette Gomez also called for leaders to docket a ballot measure to expand police oversight and create an independent police practices commission this month.This weekend, demonstrations planned for San Diego, Chula Vista, Santee, and Encinitas are expected to continue calls for reform and show solidarity with the Black Lives Matter movement. 1034

SAN DIEGO (KGTV) - Hundreds of people lost power in Liberty Station and Point Loma Friday as a result of what San Diego Gas and Electric identified as an electrical problem.A witness reported an underground explosion and smoke coming from a manhole cover about 2 p.m. at 2230 Truxtun Road at Womble Road. The location is near the Trader Joe’s and Rock Church.1,200 customers lost power about the same time as the manhole report. SDG&E said the problem was electrical but did not provide details. SDG&E restored power about 4 p.m.Students at nearby High Tech High School exited the building away from the emergency location as a precaution.The power outages led some nearby businesses to close. 10News talked with a customer of The Lot movie theater who said the power shut down during a screening of the new Avengers movie. SAN DIEGO (KGTV) - Home sales in San Diego County accelerated in July after declining on an annual basis for more than a year.New data from real-estate tracker CoreLogic shows 3,988 home sales in July, up 10.1 percent from July 2018. That marks the first time since April 2018 that home sales in the county did not decline on an annual basis, when seasonal factors do not impact the data. Meanwhile, the median price for a home sold in the county remained flat over the year at 0,000. In June, the average rate for a 30-year-fixed mortgage fell to 3.8 percent, according to Freddie Mac. That was the first time the rate was below 4 percent since Dec. 2017. It ticked down even lower in July to 3.77 percent. Mark Goldman, a loan officer with C2 Financial, said the lower rates likely helped people increase their buying power by 2 to 3 percent. "That same house is going to cost a little bit less, and help you afford more," he said. "A lot of times when market gives you something like lower rates, the market takes it back in the form of higher prices, and we’re not really seeing that."Goldman said there is less speculation in the market due to concerns that it has leveled off.
