BEIJING, March 22 (Xinhua) -- Senior Chinese leader Zhou Yongkang has urged law enforcement departments at all levels to ensure their work practices are just and incorrupt to better solve social conflicts and uphold justice."Currently, our country is experiencing a period when social conflicts are prominent and more and more cases have emerged in the judicial field," Zhou told a plenary meeting for the Political and Legislative Affairs Committee of the CPC Central Committee here Monday."More people are expecting to protect their own rights through judicial channels and they also have a higher requirement for just law enforcement," said Zhou, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee."However, many people's ideas, abilities and working styles in the judiciary who enforced the law still left much to be desired," he said, adding that many proposals raised during the just-concluded annual parliamentary and political advisory sessions were about law enforcement.Zhou urged related departments at all levels to "carefully" study these advices and proposals and investigate and correct mistakes.

ADDIS ABABA, Jan. 12 (Xinhua) -- China will lose no time in implementing the "eight new measures" to strengthen China-Africa cooperation in the next three years, said China's Minister of Commerce Chen Deming on Tuesday. The fourth ministerial meeting of the Forum on China-Africa Cooperation was held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9. At the meeting, Chinese Premier Wen Jiabao announced eight new measures the Chinese government will take to strengthen China-Africa cooperation in the next three years.     The success of the Sharm el-Sheikh meeting has opened a new page for China-Africa cooperation, Chen said during his talks with Erastus Mwencha, deputy chairperson of the Commission of the African Union (AU).     China will focus on improving African people's well-being, strengthening Africa's agriculture and infrastructure and expanding cooperation in human resources development, he said.     China will support Africa to increase its capacity for independent development, and join hands with Africa in tackling such challenges as the global financial crisis and climate change, in a bid to promote China-Africa friendly cooperation and Africa's economic and social development, said the Chinese minister.     Chen appreciated the AU's efforts to further Africa's integration process and develop China-Africa cooperation, saying China will continue to strengthen all-round cooperation with the AU, and support the AU to play a bigger role in regional and international affairs.     For his part, Mwencha said Africa and China respect each other and treat each other on an equal footing, adding that bilateral ties have stood the test of the time.     He believed the Sharm el-Sheikh meeting will further promote the development of cooperation between Africa and China.     China's eight new measures to enhance cooperation with Africa are consistent to Africa's practical needs, said the AU official.     Mwencha said the AU Commission is willing to play a bigger role in implementing the eight new measures and enhance dialogue between Africa and China.     Chen arrived here on Monday for a working visit, which will also take him to Mozambique and Tanzania.

BEIJING, Feb. 19 (Xinhua) -- Chinese Premier Wen Jiabao Friday bade farewell to renowned educationist Huo Maozheng, who died of illness on Feb. 11 at the age of 88, at the Babaoshan Revolutionary Cemetery in Beijing.State Councilor Liu Yandong joined Premier Wen at the funeral. Vice President Xi Jinping and Vice Premier Li Keqiang previously expressed their condolences.Huo was among China's first group of "100 contemporary educationists," a top honor conferred by the government. XI'AN, Feb. 6 (Xinhua) -- A high-speed railway linking central China city Zhengzhou and northwestern city Xi'an, went into operation Saturday.The 505-km Zhengzhou-Xi'an high-speed railway, the first of its kind in central and western China, cut the travel time between the two cities from former more than six hours to less than two hours, said local railway authorities Saturday.The first train left Xi'an, capital of Shaanxi Province, at 10:50 a.m. and arrived at Zhengzhou, capital of Henan Province, at 1:15 p.m., said Long Jing, head of the Xi'an Railway Bureau. With a speed of 350 kilometers per hour, the high-speed Electric Multiple Unit (EMU) train coded G2004 is about to leave Xi'an for Zhengzhou in Xi'an Railway Station, northwest China's Shaanxi Province, on Feb. 6, 2010.The train traveled at 350 kilometers per hour, said Long. A total of 14 trains would be traveling between Zhengzhou and Xi'an everyday, said Long.The first train from Zhengzhou to Xi'an departed from Zhengzhou at 11:25 a.m. and arrived at Xi'an at 2:01 p.m., said Niu Jianfeng, spokesman of the Zhengzhou Railway Bureau.The Zhengzhou-Xi'an high-speed railway, included in the country's "Mid- and long-term railway network plan", has been built since Sept. 25, 2005, with a total investment of about 35.31 billion yuan (5.17 billion U.S. dollars), said Niu. With a speed of 350 kilometers per hour, a high-speed Electric Multiple Unit (EMU) train is on test operation en route from Xi'an to Zhengzhou, in Tongguan, northwest China's Shaanxi Province, on Feb. 4, 2010."The Zhengzhou-Xi'an high-speed railway will meet the growing demand of of passenger and cargo transportation in central and western China, and help promote local development," said Wang Yongping, spokesman of the Ministry of Railways.Henan is one of the major grain producers of China and an emerging economic and industrial powerhouse. This most populous province in China is also a major tourist attraction with a great number of sites of historical and cultural interests. Shaanxi boasts rich cultural resources and is endowed with rich natural resources such as coal, petroluem, and natural gas.The country's total railway coverage will be more than 110,000 kilometers by 2012 and 120,000 kilometers by 2020, according to the "Mid- and long-term railway network plan"."By 2012, it will take less than eight hours to travel by train from Beijing to most provincial capitals in China," said Long.

BEIJING, Jan. 24 (Xinhua) -- China's central bank asked the nation's lenders to increase loans for rural development as farmers and rural business still had limited access to financing.Banks should issue more microloans to farmers to foster rural industries and urbanization, Liu Shiyu, deputy governor of the People's Bank of China, said at a meeting on rural financing service on Sunday."More efforts should be made to encourage financial institutions to offer rural financing services and participate in rural financial market," he said.Rural credit cooperatives should speed up corporate restructuring and play a leading role in rural financial market, Liu said.He also urged efforts to establish more village banks, microcredit companies and new types of financial institutions.Poor access to fund, as one of the reasons, has long kept China's rural development left behind the urban modernization.The situation has not been significantly improved despite repeated calls by government, as banks are relunctant to lend for lack of collaterals.By the end of September 2009, rural loans increased 29.1 percent year on year to 8.8 trillion yuan (1.29 trillion U.S. dollars), 8.3 percentage points higher than a year earlier
