WASHINGTON (AP) — Democrats in the House have approved a far-reaching policing overhaul. It's a vote heavy with emotion and symbolism as they seek to address the global outcry over the deaths of George Floyd and other Black Americans. But Congress is divided and chances for it becoming law are dim. A Senate Republican effort collapsed this week. President Donald Trump's administration says he will veto the Democratic bill. House Speaker Nancy Pelosi gathered with lawmakers on the Capitol steps to challenge Congress to not let the deaths be in vain. It’s exactly one month since Floyd’s death in police custody in Minneapolis sparked a global reckoning over police tactics and racial injustice.According to a Congressional summary of the bill, the legislation would: Limit qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officerAuthorize the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discriminationLower the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecutionThe bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. 1350

Walmart and Target are being sued for allegedly selling toys with lead levels up to 10 times more than the federal limit of 100 parts per million, New York Attorney General Barbara D. Underwood announced on Thursday. According to a statement released by Underwood's office, the AG's office was able to find Cra-Z-Jewelz jewelry-making kits from stores. The kits allegedly contained lead at levels of 120 to 980 parts per million. The Attorney General's office had further independent testing done to confirm the results. The toy's maker, LaRose Industries, which is also a plaintiff in the New York lawsuit, issued a national recall. Underwood's office is accusing Walmart, Target and LaRose of "repeated illegality and fraud under New York State law by committing thousands of violations of state law prohibitions on importing, distributing, and selling hazardous toys; deceiving consumers; and false advertising."Underwood's office is seeking civil penalties of  to ,000 for each Cra-Z-Jewelz kit the companies sought to sell in the state.“No parent should have to worry that their child’s toy may be toxic. As we allege, these companies imported and sold toys with dangerous levels of toxic lead – jeopardizing the health of New York’s children and breaking the law,” Underwood said in a statement. “Our lawsuit seeks to hold these companies accountable for the failures that allowed lead-contaminated toys on store shelves, while forcing them to take responsibility for the safety of the products they sell.”The suit also seeks to force the companies to adhere to higher quality control standards to prevent toys with high lead levels from being purchased. The CDC says that lead in children's blood has been shown to affect IQ, ability to pay attention, and academic achievement. The CDC added that children under the age of 6 years old are at most risk of lead poisoning.  1936

WASHINGTON (AP) — Dozens of email accounts at the Treasury Department were compromised in the massive breach of U.S. government agencies being blamed on Russia. That's according to an Oregon Democrat, Sen. Ron Wyden, who says hackers broke into systems used by the department’s highest-ranking officials. Wyden issued a statement Monday after he and other members of the Senate Finance Committee were briefed by the IRS and the Treasury Department. Wyden says that though there is no indication that taxpayer data was compromised, the hack “appears to be significant." In addition, the breach appears to involve the theft of encryption keys from U.S. government servers, Wyden said.“Treasury still does not know all of the actions taken by hackers, or precisely what information was stolen,” Wyden said in a statement.It is also not clear what Russian hackers intend to do with any emails they may have accessed.A Treasury Department spokeswoman declined to comment on Wyden’s statement.Treasury was among the earliest known agencies reported to have been affected in a breach that now encompasses a broad spectrum of departments. The effects and consequences of the hack are still being assessed, though the Department of Homeland Security’s cybersecurity arm said in a statement last week that the intrusion posed a “grave” risk to government and private networks.In the Treasury Department’s case, Wyden said, the breach began in July. But experts believe the overall hacking operation began months earlier when malicious code was slipped into updates to popular software that monitors computer networks of businesses and governments. 1645

  

VISTA, Calif. (KGTV) -- Deputies arrested a man they say kidnapped his girlfriend’s 8-year-old son early Wednesday morning.According to the San Diego County Sheriff’s Department, the alleged kidnapping happened on the 300 block of Hillside Terrace at 2:15 a.m.Authorities say Guillermo Cruz, 32, was intoxicated when he drove to his girlfriend’s house, jumped a balcony fence, and abducted the woman’s sleeping 8-year-old son. Deputies say Cruz is not the child’s father.After calling 911, deputies spotted the vehicle Cruz was driving and pulled him over before making the arrest. The young boy was unharmed.Deputies say they noticed Cruz had an empty vodka bottle in the car with him. He was arrested on multiple charges, including child abduction, kidnapping, child endangerment, driving under the influence and burglary. 832

  

WASHINGTON (AP) — A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election.Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters.Caputo says on a taxpayer-funded podcast that Democrats don't want a coronavirus vaccine until after the election to punish President Donald Trump. News reports alleged last week that Caputo’s office tried to take over and muzzle a scientific weekly from the Centers for Disease Control and Prevention that publishes what is supposed to be authoritative, unvarnished information about disease-fighting efforts, including, most importantly at present, COVID-19.Then on Monday came an account of the video on Caputo’s personal Facebook page in which he accused government scientists of conspiring against Trump and suggested violence could break out after the election.HHS is standing by Caputo amid calls for his ouster. 1315
