Kayla Denney has devoted her career to saving every dog’s life that she can, and for that she's being awarded the 2019 National ‘Unsung Hero" Award by Petco.She's brought the animal shelter in Taft, Texas, from almost a 100 percent kill rate all the way down to 0 percent. Since she took over last November, each dog that has passed through here has found a forever home.“As of November 1st, we have saved 565 dogs and cats out of Taft,” said Kayla Denney. Denney is flying out to San Diego, California, to accept her award on Monday, an honor she says she knew nothing about.“There are thousands of applicants, I didn't know I was nominated,” said Denney. “I became the 2019 unsung hero for the country so one person in the whole United States and it still just blows my mind that that's still a thing.”The award is for her lifesaving efforts that have made a difference in Taft.Out of thousands of nominees, Denney made the top 5 in February, and was awarded ,000. Now that she's won first place, she’s getting an extra ,000.It’s money she says will go directly to helping improve the conditions of the Taft animal shelter. “It’s an older shelter and its run down,” said Denney. “We got lights thanks to a donor who put in electricity for us, but I want indoor outdoor kennels with a guillotine in between so when it’s raining we can put them inside.”“We want an area where they can have meet and greet out in the field and somewhere, they can have grass time rather than just cement time.”Denney has big plans for Taft. (AP) — The U.S. House of Representatives passed a bill Wednesday that would grant legal marijuana businesses access to banking, a measure that would clear up a longstanding headache for the industry.The bill, called the SAFE Banking Act, passed 321-103 on the strength of near-unanimous support from Democrats and nearly half of Republicans. Its prospects in the Senate are uncertain, but supporters said the amount of Republican support in the House was a good omen."This is a sign the time has come for comprehensive cannabis reform," said Morgan Fox, a spokesman for the National Cannabis Industry Association. "The fact that we got almost half the Republicans is a huge sign we're moving in the right direction toward sensible policies."Thirty-three states have legalized cannabis for medical or recreational use, but the federal prohibition on the drug has made it difficult for businesses in the multibillion-dollar industry to get bank accounts, loans and other financial services.The bill would allow businesses legitimately operating under state laws to access loans, lines of credit and other banking services, while sheltering financial institutions from prosecution for handling marijuana-linked money.More financial institutions began banking with the industry as legalization spread and as the Obama administration instituted policies that allowed them to do so, with some important caveats, but the Trump administration rescinded those guidelines under former Attorney General Jeff Sessions.Many pot businesses have had to conduct sales and pay vendors or taxes in cash, making them potential robbery targets.Supporters of the banking bill, including Democratic Reps. SAN DIEGO (KGTV) - A severely injured horse trainer and her husband filed a lawsuit against SLR Training Center INC., the company that owns the San Luis Rey Downs Training Center in Bonsall. The nine-page complaint was filed March 18, and it focuses on the events of Dec. 7, 2017, when the Lilac Fire burned through the training facility. Martine Bellocq suffered burns to more than 60 percent of her body and lost a leg while trying to save racehorses, including her own. The court documents allege negligence on the part of the training facility. It also claims the San Luis Rey Downs facility “failed to keep a defensible space around structures.” It goes on to say “there were no fire suppression systems in place” and it “failed to have the foresight to have a means to evacuate the facility, or an emergency plan in place.” Bellocq’s attorney says her medical bills are racking up, currently in the hundreds of thousands of dollars. The attorney says the lawsuit is to recoup economic damages, resulting from injuries and the impact on her life. San Luis Rey Downs declined to give 10News a comment regarding the lawsuit. 1140
