SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning residents about drinking and driving ahead of the busy Fourth of July holiday weekend. The department says it will be conducting increased DUI patrols on Saturday, July 4 and over the course of the weekend. The department also plans to hold an impaired driving checkpoint in North County Friday night.Last year, deputies arrested more than 1,300 people for impaired driving. So far in 2020, 387 drivers have been arrested for driving under the influence, the department says. "No one should ever drive under the influence," said Sheriff Bill Gore. "Throughout the pandemic, deputies have continued to enforce impaired driving laws. Don't drink and drive." 734

SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost. The plan aims to create more homes, lower development costs and promote smart growth. The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space. The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits. Some proposed changes to the Density Bonus Program include: 841

SAN DIEGO (KGTV) -- The San Diego Rapid Response Network (SDRRN) gave 10News an exclusive look inside the shelter where they help asylum seekers daily. The location of the shelter is kept private to protect the migrants. Rapid Response usually houses people for 24 to 48 hours. When migrants first arrive, they see a doctor the go to an intake room where volunteers help make travel arrangements with family members already inside the U.S. The migrants are fed three times a day and are each given a full set of clothing. Sometimes, the network even funds their travel plans. Volunteers at the shelter tell 10News they are running out of resources to continue helping. They want city, county and state officials to step in and help. In the meantime, they are relying on donations from the community. They've set up a GoFund Me campaign and a travel fund for the migrants who need help with transportation. The city tells 10News they are exploring all options to help.Tuesday, the asylum claims of six Hondurans were accepted for processing, ending a 17-hour standoff, according to the Associated Press. The asylum seekers arrived at the crossing Monday afternoon but after several hours in the U.S., inspectors agreed to process claims of eight unaccompanied children and a mother with her five children. Six more weren’t initially allowed into the country and sat on blanket through the night before authorities processed their claims. The impasse highlighted a U.S. practice to limit entry for asylum seekers at official crossings when they are at full capacity, which it calls "metering" or "queue management." 1622

SAN DIEGO (KGTV) — The public is invited to the inaugural Christmas tree lighting ceremony Saturday at the new Legacy International Center in Mission Valley.Dozens of workers made their last-minute touches Friday ahead of the center's tree lighting, which plans to pull out all the holiday stops."We'll have Christmas caroling out there, and Santa will be out there. Just social fun," Jim Penner, executive director of the center, said. Penner said Saturday's event is the first of a three-phase opening for the nearly 0-million hotel, theater, and attraction center opening next year. The center is the brain-child of San Diego-based televangelist Morris Cerullo, who made his fortune as a popular televangelist in the 1980s and 1990s."He [Cerullo] wanted people around the world to be able to experience the people that he got to know through his 70 years of travel to 95 nations in the world," Penner said. Penner told 10News the center was initially supposed to be a small ministry training center and possibly a dormitory. But with the availability of the 18-acre former Mission Valley Resort, they went big. The hotel will have 126 rooms, including 12 suites. The fine-dining restaurant is a steakhouse, which is next to the pool and spa. The attraction building has a domed, 4D theater designed by former Disney Imagineers. Audiences will get to feel like they're flying over Jerusalem in a ride created by the same designers who made Soarin' Over California at Disney California Adventure Park.Another attraction will be an award-winning, computerized dome, where people can digitally tour the world."As we get to know each other, the world gets smaller," Penner said. Before the council approved the blueprints in 2017, critics of the Legacy International Center feared that traffic would be a nightmare. But Penner said that the improvements they made on the roads turned out to have unexpected benefits. "We widened Hotel Circle the entire length of our property. We have 1000 feet of frontage there. And a nice benefit of that is when we had this last big rain last week, in the past, Hotel Circle would flood like crazy in front of the hook ramps here, and no flooding at all!"The inaugural Christmas Tree lighting ceremony will begin at 6 p.m. tomorrow. The hotel and attractions will open in February 2020. 2332

SAN DIEGO (KGTV) - The San Diego County District Attorney’s office released Friday a detailed report and video evidence in the death of a woman arrested by San Diego Police. Aleah Jenkins, 24, was arrested Nov. 27 on an outstanding warrant for meth possession during a traffic stop in University City. The video released at a news conference Friday shows Jenkins vomiting in the back of a patrol car. The officer initially called for medical aid but it was called off because Jenkins said her illness was due to pregnancy. That was not true, according to District Attorney Summer Stephan. There were several points when Jenkins yelled and asked for help in the back of the patrol car. Officers took Jenkins to SDPD headquarters downtown, where she collapsed. Jenkins was taken to UC San Diego Medical Center and died Dec. 6. A spokesperson for the Jenkins family said San Diego Police could have prevented Jenkins’ death by getting her help when she said she didn’t feel well. The autopsy indicated Jenkins had PCP, THC, morphine, and meth in her system, but no injuries which would have caused her death. District Attorney Summer Stephan said at a news conference Friday that no charges would be filed against the officer who arrested Jenkins after a careful review of the evidence. "I looked at the fact that at the period of time where he didn't get a prompt response he pulled over he pulled over and physically looked at her,” Stephan said.
