SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

  

SAN DIEGO (KGTV) — One man is dead and another person was injured after two separate shootings just miles apart early Saturday.The first shooting occurred in the Lincoln Park area before 3:30 a.m. near Euclid and Imperial avenues. A suspect wearing dark clothing reportedly shot at a group of transients, according to San Diego Police.One person was hit by debris from the gunshot and taken to the hospital as a precaution.MAP: Track crime happening in your neighborhoodA second shooting occurred about two miles away, an officer patrolling Mountain View heard gunshots around the same time. He arrived to find a man lying on the ground on South 45th Street, near Willy Henderson Sports Complex.The Hispanic man in his 20s to 30s was shot multiple times and died at the scene, police said. His identity has not been released.Police are searching for a white Volkswagon seen in the area by witnesses following the shooting. Police said there is no indication the shooting is gang-related.Police received calls about both shootings around the same time but said there is nothing to suggest the two are connected. 1153
