DULZURA, Calif. (KGTV) - A Dulzura man is describing his harrowing escape, after he woke up to his apartment on fire.At Barrett Lake Winery Monday morning, flames tore through a converted barn housing the apartment of vineyard foreman Patrick Rowan. Around 5:30 a.m., Rowan woke to a loud noise and opened a door which opens into the barn's interior."So bright, about 20 feet away. Looked like the sun parked in the room next to me," said Rowan.He saw flames everywhere and rushed into a second apartment unit to rescue two barn cats, but they kept running off."When I looked back, the door -- ceiling part -- was falling. Everything was on fire, except to the left, so I ran through there," said Rowan.He ran back his own apartment to get his pets: two Siamese kittens named Tom and Jerry. For minutes, he tried to coax them to come out from under the bed, but they didn't. He then noticed that his only exit, the kitchen area, was on fire."The roof, ceiling, and door are all wood, and all on fire. Started falling, so I had to get out of there. I ran through the fire, but didn't get burned," said Rowan.As he escaped, he didn't feel fear, only guilt."I felt like a piece of **** because I couldn't save my animals. They were my homies. They were the only things that mattered," said Rowan.One kitten died in the fire. The other is missing. Rowan's apartment was a total loss, and he didn't have renters insurance.He'll be homeless for the holidays, but he's still planning on buying gifts for family and friends."I'm not letting it ruin anything. I'm getting people gifts. People are yelling at me about it ... I don’t have anything anyways. The few hundred dollars I want to spend don't matter," said Rowan.Fire investigators told the property owners the fire was suspicious and the investigation is ongoing. (KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. So while police won't respond to complaints like who is or is not wearing a mask or whether a restaurant has too many people inside, they will focus on more egregious violations, like large parties or businesses being fully opened.RELATED: El Cajon Mayor calls for police to stop enforcing county COVID-19 measuresHowever, after California implemented new guidance on Friday that allows San Diego County to reopen several businesses indoors with modifications starting Monday, Wells said no major action by the city was needed.Thursday, Wells told ABC 10News that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance, but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said Thursday. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."According to data from the county on Friday, El Cajon has reported 1,828 coronavirus cases, or 4.9% of the county's total cases. 1781

EL CAJON, Calif. (KGTV) — An El Cajon Popeyes location has been approved to reopen after county health officials deemed the location an "imminent health hazard," forcing a temporary closure.Popeyes Louisiana Kitchen at 110 Jamacha Rd. was closed this week after an inspection by the county Department of Environmental Health (DEH) on Jan. 21, 2020 found a cockroach infestation, according to the notice. That same day and the next, the location underwent pest control treatment and a complete sanitation of the restaurant.A 10News viewer reached out after finding the location shuttered.The DEH returned Thursday and determined the infestation was cleared, scoring an A (100%), allowing the restaurant to reopen.A routine follow-up inspection will be conducted in 60-90 days, according to the city.10News reached out to Popeyes for comment, but have not heard back. 873
