SAN DIEGO (KGTV) — Mission Valley is in store to get an additional nearly 30,000 homes by 2050, according to a new plan the City Council unanimously passed Tuesday.The council voted 9-0 to pass the Mission Valley Community Plan, which would increase the number of allowed housing units in Mission Valley to 39,200. Currently, the area has about 11,200 units. The idea is to change Mission Valley's underutilized strip malls into mixed-use developments, where housing and commercial are under the same roof. "That dream, that American dream, that middle class security that is created by home ownership is now vanishing for a large segment of the population, and we can do better," said Jonathan Frankel, who heads the Mission Valley Community Planning Group. But Mission Valley is currently one of the cities most congested areas. Currently, the city says 600 people live and work in Mission Valley, but 40,000 commute in daily. As part of the plan, the city would add bridges and roads, plus an additional trolley stop and bike and walking paths. It would allow the people who do live and work in Mission Valley to get where they need to go, without a car. SAN DIEGO (KGTV) – Many restaurants around San Diego are making preparations to reopen Thursday nearly 24 hours after a judge ruled the state of California, and San Diego County, can’t enforce a stay-at-home order regarding restaurants and strip clubs.San Diego Superior Court Judge Joel R. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

SAN DIEGO (KGTV) - Kids and teens struggling with their mental health during the Coronavirus Pandemic and weeks of protests over racial injustice have a new way to cope.BlueShield CA has expanded its Blue Sky program, increasing funding to local mental health organizations and giving kids a platform to share tips on dealing with anxiety and depression."There's a greater need now than ever," says Blue Sky Program Manager Amanda Lasik. "There's a greater need to speak to youth voices and listen and learn from what's going on."According to the CDC, 7.1% of kids age 3-17 have been diagnosed with anxiety, and 3.2% of kids in the same age group have been diagnosed with depression. Experts believe those numbers will rise because of the pandemic and protests.As part of the expansion, Blue Sky partnered with DoSomething.org to launch the "New State of Mind" campaign. Kids send tips for coping to the website, which get published through emails, texts, and social media."The response has been overwhelming," says Lasik. "When we were originally planning this campaign, we thought it'd be great if we got about 17,000 tips. We've already received over 60,000."In addition to the "New State of Mind" effort, Blue Sky has provided 0,000 to 18 youth organizations in San Diego and Alameda county.
