CINCINNATI, Ohio — A settlement has been reached after a police officer used a Taser on an 11-year-old girl while working an off-duty detail at a Kroger in Southwest Ohio. The City of Cincinnati and Kroger have agreed to pay the family of Donesha Gowdy 0,000 to settle the claim of excessive force, according to a news release from family attorney Al Gerhardstein.Donesha had been shoplifting from the Kroger on Aug. 6 when Officer Kevin Brown, who was on security duty, ordered her to stop. She didn't. The officer fired his Taser as she walked away. One probe struck her at the base of her spine; the other hit between her shoulder blades. The incident prompted an apology from Cincinnati Mayor John Cranley and a promise from Vice Mayor Christopher Smitherman to review Cincinnati Police Department’s protocol on Tasers.Cincinnati Police Chief Eliot K. Isaac promised “a very thorough review” of Brown's actions, as well as the department’s use-of-force policies as they pertain to juvenile suspects. He said he's "extremely concerned when force is used by one of our officers on a child of this age."Smitherman, along with the girl's mother, also say the policy needs to change. The settlement did not include plans to change police department policy, and it must be approved by probate court.Donesha wrote this apology to Kroger: “I Donesha Gowdy is writing this letter to apologize to the Kroger company … to say I’m sorry for stealing from the store in will not do it again.”WCPO television station in Cincinnati has reached out to the City of Cincinnati and Kroger for comment. 1629

CLEVELAND, Ohio -- After Ohio Gov. Mike DeWine tested positive for COVID-19 earlier on Thursday, he announced on Twitter later on Thursday that he, his wife Fran, and his staff all tested negative. DeWine took a rapid test for COVID-19 as part of the standard protocol to greet President Donald Trump on the tarmac at Burke Lakefront Airport in Cleveland. DeWine’s office said the governor had no symptoms at the time. On Thursday afternoon in a news conference from his house, DeWine said that other than a headache, he was feeling fine. As part of the standard protocol to greet President Trump on the tarmac in Cleveland, I took a COVID test. I tested positive. I have no symptoms at this time. I’m following protocol and will quarantine at home for the next 14 days.— Mike DeWine (@MikeDeWine) August 6, 2020 Upon returning home, DeWine's staff tweeted he took a "PCR" test, which is considered more accurate for the virus. The test administered by the White House, DeWine's staff says, "represent a new technology to reduce the cost and improve the turnaround time for COVID-19 testing, but they are quite new.""The PCR test is known to be extremely sensitive, as well as specific, for the virus," DeWine's staff added. "The PCR tests for the Governor, First Lady, and staff were run twice. They came back negative the first time and came back negative when they were run on a second diagnostic platform."We feel confident in the results from Wexner Medical Center. This is the same PCR test that has been used over 1.6 million times in Ohio by hospitals and labs all over the state."DeWine's staff said he plans to take a follow-up test on Saturday to confirm he is negative for the virus.Lt. Gov. Jon Husted also took the COVID-19 test Thursday as part of the protocol to greet the president. He has tested negative, according to his office. This story was originally published by Kaylyn Hlavaty at WEWS. 1918

COLERAIN TOWNSHIP, Ohio -- Brody Allen, the 2-year-old from Ohio who got an early Christmas this year because doctors said he wouldn't live until December, has died.Brody's father, Todd Allen, posted the news on Facebook Friday."This morning at 6 a.m. Brody passed quietly, and peacefully in the arms of his mother Shilo," he wrote. "He did not suffer. He was surrounded by his family and I have no doubt many angels. While our sadness is immeasurable and we will miss his smiling beautiful soul, we are also comforted in knowing that today our son has touched the face of God."Hundreds of people lined the streets of Colerain Township last month to put on a Christmas parade for Brody after doctors said he wouldn't live long enough to celebrate on the holiday.Neighbors decorated their homes, Brody rode a float in the parade and he got to celebrate at a party with Santa Claus and fireworks."He was so happy, Brody’s sister, McKenzie Allen, said that day. "It was amazing. Not just for him, but for everybody."Word of the early Christmas celebration for Brody spread far once it hit social media. Todd Allen previously said the family was receiving Christmas cards from all over the world."The letters are a blessing to us all. It's become a significant part of our day. And we couldn't enjoy it more," he said. After the big parade and party, the family privately celebrated Christmas Eve and Christmas.Colerain Township officials established a location for well-wishers to leave memorials at Drew Campbell Memorial Park, next to the administrative building at 4200 Springdale Road.
