A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. The Supreme Court has never ruled a partisan gerrymander to be unconstitutional, and it passed up three separate opportunities to do so in the last term.The decision Monday could result in an election-year appeal to the Supreme Court. The court is currently evenly split on ideological lines and lacks a ninth justice to tip the scale. A trip to Detroit has landed a Texas couple in hot water with the law. The couple, John Guerrero and Virginia Yearnd, traveled to Detroit to attend a concert. They are facing charges child endangerment charges for allegedly leaving their 11-year-old daughter at home alone while they were in Michigan.Police say it took them hours to get ahold of the parents, and by the time they called back, they said they were in Louisiana.It appears that the couple expected the mother's sister to be checking on the girl, but investigators say that didn't happen.One of their neighbors, who did not want to be identified, said after living next door for more than a year, she didn't think of the couple as bad parents."I know them as good parents, very hardworking," she said. "He travels and his job is to set up concerts. I'm sure he was working and not just going to a rock concert."Part of the problem for investigators was that there were no notes or contact information for the sister who was allegedly supposed to be looking after the daughter.Right now, the 11-year-old is staying with a neighbor while the parents sort out legal troubles.Texas law states that child endangerment occurs when a person intentionally engages in conduct that places a child younger than 15 in danger 1294

A second report in as many days is predicting an “extremely active” hurricane season.The National Oceanic and Atmospheric Administration released their annual August update for the Atlantic hurricane season Thursday. They are predicting 19 to 25 named storms, where 7 to 11 of them become hurricanes and 3 to 6 of those become major hurricanes with winds of 111mph or greater.Hurricane season ends November 30.There have already been nine named storms in 2020, the earliest that has happened since historical records began. Hurricane Isaias was also the fifth storm of the season to make landfall. It’s the fastest we’ve gotten to five land-falling storms since the old record set back in 1916.Historically, according to NOAA’s Climate Prediction Center, only two named storms form on average by early August and the ninth storm typically does not form until October.“This is one of the most active seasonal forecasts that NOAA has produced in its 22-year history of hurricane outlooks,” said U.S. Secretary of Commerce Wilbur Ross. “We encourage all Americans to do their part by getting prepared, remaining vigilant, and being ready to take action when necessary.”On Wednesday, Colorado State University’s Tropical Weather and Climate Research Center released their final predictions for the 2020 hurricane season. They believe there will be roughly 24 named storms, and 12 hurricanes.“The primary reason why we’re forecasting such an active season isn’t as much the storm activity that we’ve already had, but the large-scale conditions we’ve observed during July and what we expect to see during the peak of the season,” said Dr. Phil Klotzbach, from Colorado State University.NOAA says current oceanic and atmospheric conditions are making 2020 an active storm year, including warmer-than-average sea surface temperatures, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced African monsoon.Both groups say their predictions are for overall seasonal activity and do not predict landfall. A pastor from North Carolina is accused of peeing on a passenger while onboard a Delta Airlines flight earlier this month. He has been cited for simple assault.According to a police report, Daniel Chalmers acknowledged having “a couple of drinks” before an overnight flight from Las Vegas to Detroit on October 12, reports the Charlotte Observer.Chalmers told police he was taking prescribed medicine, which he later admitted was a sleeping aid.The victim reports she “woke up feeling something warm on her body and when she looked up to her right, she observed Mr. Chalmers standing next to her shaking his exposed penis,” the police report states according to the Charlotte Observer. The victim then started screaming.A police officer was onboard at the time and asked the victim what happened.“He peed on me!,” she said, according to the report.The police report states Chalmers responded affirmatively that he peed on the woman, and said “I thought I was going to the bathroom.”Chalmers and his wife, Shara Lea Chalmers, lead “Love Wins Ministries” in Raleigh, North Carolina.They released a statement Tuesday that reads, "I want to sincerely apologize for my actions on this overnight flight. I took an Ambien for the first time to sleep well on my flight and had a terrible reaction. I am so sorry for how this effected (sic) everyone on this flight and especially one lady passenger in particular. I have reached out and apologized to her as well. I want to please ask everyone for their forgiveness in this.
