NORFOLK, Va. — With members of Breonna Taylor's family on hand, Virginia Gov. Ralph Northam signed a bill into law Monday that banned the use of no-knock warrants, a controversial police tactic that has been the subject of criticism across the country since Taylor's death in March and amid the monthslong protests against police brutality."We are taking a step forward to make sure other families don't suffer the same loss," Northam said.In March, Taylor, a health care worker in Louisville, Kentucky, was fatally shot by police in her home while a "no-knock" warrant was being served at her apartment. While no officers have faced charges in connection with her death, city lawmakers have already outlawed the use of such warrants in Lousiville."We can't have this continue to happen to African American women and men," State Senator Mamie Locke, D-District 2, said.Two of Taylor's aunts from Louisville were on hand for Monday's ceremony as Delegate Lashrecse Aird, D-63rd District and Locke joined Northam to sign the legislation they had sponsored.In Virginia, judges and magistrates can no longer issue a no-knock warrant. According to Northam's office, the Commonwealth is the third state to ban this practice and the first state to do so since Taylor's death."There have been a couple of cases years ago where sometimes the officers make the mistake and go to the wrong house and they don't announce [themselves], and the residents return fire and it's a bad situation," Richard James said.James spent almost 30 years as an officer and detective with the Norfolk Police Department, and he is the former department head for criminal justice and forensic science at Tidewater Community College.James says the new law protects citizens."It also lets a person know who is woken up in a slumber that it is not someone breaking into the house," he said.It also protects officers as well, but James says it can be a challenge for police now when they are trying to protect themselves from an actual threat."[They are going to need to ]make sure they have additional steps to make sure they are safe, and it's going to take some practice and training," James said.Gaylene Kanoyton is the political action chair for the Virginia state conference NAACP. The group has been advocating for police reform, and the no-knock warrant was at the top of their list."As Sen. Locke said, why do we have to wait for someone dies to be proactive?" New indicators, including satellite images, show that North Korea could be in the midst of building new missiles, the Washington Post reported Monday, citing officials familiar with the intelligence.According to The Post, the officials said the new information reveals that work is potentially taking place on one or two liquid-fueled intercontinental ballistic missiles in Sanumdong, a suburb of Pyongyang.Liquid-fueled rockets are harder to store and move than solid-fuel rockets because the fuel is more volatile, according to experts. The volatility of liquid fuel can cause missiles to fail in launch and the fuel has to be stored separate from the missiles, causing a decrease in military readiness. Liquid fueling can also take a fairly long time to complete, giving US spy satellites a period of time to see launch preparations underway. NEW YORK CITY — For the second straight night, demonstrators rallied in support of a Staten Island bar that has been blatantly violating coronavirus restrictions despite the rising spread of the virus in the area.More than 100 protesters packed the area outside Mac's Public House on Wednesday night to support the bar that New York City Sheriff's deputies shut down on Tuesday.Demonstrators questioned the reasoning behind COVID-19 restrictions and were critical that certain businesses — like chain retail stores — were allowed to stay open while local bars have been shut down.On Tuesday, the New York Sheriff's Office initiated surveillance at Mac's Public House after receiving numerous complaints that the bar was violating state health orders that have shuttered indoor dining at restaurants and instituted a 10 p.m. curfew.Deputies said that a sign on the bar's window declares itself in an "autonomous zone."Authorities said plain-clothes deputies went in, were seated at an indoor table, and were able to order food and alcoholic beverages in exchange for a mandatory "donation" of .Deputies also say they saw other patrons also eating and drinking inside the bar.At 5:40 p.m., deputies entered the establishment through the unlocked front door and found 14 people inside the bar.The sheriff's office said the deputies issued appearance tickets to multiple employees, including a bartender and cook, for various violations of city and state laws.Co-owner and manager Daniel Presti was arrested for obstructing governmental administration when he refused to leave the business, officials said.Presti, 34, was taken to the sheriff's office, issued appearance tickets and released from custody, according to authorities.Following the arrest, about a dozen officers lined up in front of the bar, blocking patrons from entering.On Tuesday night, the sheriff's Office said a crowd of about 50 people showed up to protest the shutdown.
