BEIJING, March 3 (Xinhua) -- Lawmakers from ethnic minorities in northwestern China's Qinghai Province on Wednesday urged for more favorable policies for the minority groups with small population, or the groups each with a population of less than 100,000."I hope the country will provide more support for industries with ethnic features in the the formulation of the 12th Five-Year Plan (2011-2015)," said Han Yongdong, who is also head of Qinghai's Xunhua Salar Autonomous County government."We also need more support for education and employment. BEIJING, Feb. 1 (Xinhua) -- Chinese central and local governments have poured money into the building of a national cultural information and resources sharing network, deemed as the base for the country's public cultural service system, the Ministry of Culture said Monday.The central government has planned to invest 2.476 billion yuan (362.6 million U.S. dollars) in the project during the country's 11th five-year (2006-2010) plan, among which 2.07 billion yuan (303 million U.S. dollars) has been allocated so far, according to the ministry.The total investment from local governments has reached 2.7 billion yuan (395 million U.S. dollars). One national service center has been established, along with 33 provincial-level centers and nearly 3,000 county-level branch centers, according to the ministry.Initiated in 2002, the project was committed to digitizing domestic cultural resources and sharing them nationwide via Internet, satellite transmission and discs.Vice Minister of Culture Zhou Heping said Monday that the project has made new progress as local governments kept innovating in ways of transmission.The project has extended to a population of 50 million people, according to Zhou.The ministry on Monday also launched a promotion scheme of county-level digital libraries, aiming at transmitting resources from the National Digital Library to nationwide county-level libraries via the cultural information and resources sharing network.The plan would be implemented in 320 counties ahead of the two-week-away Spring Festival, while by the end of this year, a total of 2,940 counties across the country would have libraries with digital library services, the ministry said.

BEIJING, March 2 (Xinhua) -- China on Tuesday urged the United States to work to push bilateral ties back to normal track as two senior U.S. diplomats came to Beijing with hope to ease tensions between the two countries.U.S. Deputy Secretary of State James Steinberg and National Security Council Senior Director for Asian Affairs Jeffrey Bader began their visit in Beijing from Tuesday to Thursday before going to Japan.China's foreign ministry has so far given few details about the visit. QINGDAO, Feb. 2 (Xinhua) -- A cold front is worsening the icing situation in the coast off east China's Shandong Province, which has just been temporarily relieved from China's worst sea ice in three decades, officials said Tuesday.North China Sea Branch (NCSB) of the State Oceanic Administration issued a sea ice alert Tuesday, the first since Jan. 27 when temperature climbed and ice started to melt.Ice in the Liaodong Bay and northern Yellow Sea extended 10 and 9 nautical miles respectively to 79 and 26 nautical miles on Tuesday, according to the NCSB.The extension of ice in the Bohai Bay and Laizhou Bay can not be measured due to heavy fog. Ice in the Liaodong Bay is likely to keep on expanding in the coming five days, said Shang Jie, a forecaster with NCSB."Icing in the Liaodong Bay and northern Yellow Sea will expand significantly and that of the other two bays will develop at a slower pace," Shang added.Icing first appeared in early January. Thick ice threatened ship navigation, anchoring and operations at ports, impacted local fishery and stranded some people on islands. NCSB had to issue sea ice alerts everyday between Jan. 12 and 27.

BEIJING, March 14 (Xinhua) -- China saw a 32.9 percent growth year-on-year in fiscal revenue in the first two months of the year due to factors including rising tax revenue following continued economic recovery, the Ministry of Finance (MOF) announced Sunday.Fiscal revenue for January and February combined reached more than 1.36 trillion yuan (about 200.05 billion U.S. dollars), the MOF said in a statement posted on its website.Of the total, the central fiscal revenue topped 702.7 billion yuan, up 36 percent from the same period in 2009, while local governments raked in 657.61 billion yuan, up 29.7 percent.Fiscal revenue in January was 865.9 billion yuan, up 41.2 year on year and exceeding February's 494.5 billion yuan.The statement said the big difference in fiscal revenue between the past two months was resultant because a nationwide seven-day Spring Festival occurred in February, leading to fewer working days in the month.The MOF attributed the fast fiscal revenue growth to the continuing economic recovery in China which boosted tax revenue, and a low comparison base in the first two months last year, when revenue was down 11.4 percent due to the financial crisis.China's National Bureau of Statistics released figures last Thursday which showed in January and February, the country's industrial output grew 20.7 percent, and retail sales of consumer goods rose 17.9 percent, while the urban fixed assets investment leapt 26.6 percent, and import and export in general trade soared by 52.1 percent.
