SAN DIEGO (CNS) - Two former members of an Imperial County church that federal prosecutors allege was embroiled in a labor trafficking scheme in which church members forced homeless people to surrender their welfare benefits and panhandle for the church, pleaded guilty to labor trafficking and benefits fraud Thursday in San Diego federal court.Jose Gaytan, 47, and Sonia Murillo, 51, both of El Centro, admitted to assisting in the scheme to recruit homeless people in San Diego and other cities, then force them to participate in raising money on behalf of Imperial Valley Ministries, a non-denominational church headquartered in El Centro, according to the U.S. Attorney's Office.Prosecutors say former church pastor Victor Gonzalez ordered his members to prevent victims from leaving church properties, including by screwing or nailing windows shut and keeping doors locked from the inside at homes the church operated. SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. SAN DIEGO (KGTV) - A former La Jolla restaurant owner convicted of raping multiple women was sentenced on Tuesday to 40 years in prison.On a live stream to the courtroom while sitting in jail, Daniel Dorado was read his term after several women gave their victim impact statements.The former owner of Voce Del Mare was found guilty last December on 20 counts related to rape and sexual assault of four victims who were unconscious and intoxicated. ABC10 News broke the story two years ago when he was charged with drugging and raping women, sometimes at his restaurant.Fighting back tears on Tuesday, one victim described her trauma from meeting Dorado after answering an ad on Craigslist for a hostess position. "Years after the assault, I still don't feel safe going to job interviews in-person, alone. I don't feel safe to do outdoor activities alone. I can't tolerate being around men. Not even family," she stated."He is an evil individual," said another woman who added, "I simply went on a date with him and ended up getting sexually assaulted by him for hours in a hotel room where I was unconscious."One woman who was named as a victim defended Dorado on Tuesday and said that she was even friends with him. She accused detectives of manipulating her to testify against her will and appear confused about a possible assault. She told the judge, "Your honor, Mr. Dorado never raped me. I never went to the police. I never filed a police report. In fact, I declined a restraining order against Mr. Dorado and I told detectives that I did not want to press charges."Dorado addressed the courtroom and denied any wrongdoing. He added, "I have spoken the truth since the very first day that this all began. I did not skip town. I did not make faces to the accusers. I am still in shock by what has happened." He maintains his innocence and has said that every sexual encounter was consensual."The total term of imprisonment is 40 years. I don't mind saying [that] I believe this is the maximum I can impose under the law," the judge told the courtroom. SAN DIEGO (KGTV) - As police ramp up their probe, an Otay Mesa dog owner believes his dog may also have been targeted by a pepper spray-wielding mail carrier.The owner of 9-year-old Roscoe didn't want identified, but he tells 10news about two months ago - moments after their mail carrier left - Roscoe started to twitch in pain, which lasted minutes. He say Roscoe was behind a gate and not a threat to the postal carrier. Hours later, the dog's eyes were still red. The dog's owner didn't report it, but says another neighbor complained about a similar occurrence. Both of their homes are just blocks from the Galindo home on Agosto Street."Makes me feel angry and so sad that he's causing so much pain," said Alfonso Galindo.Earlier this week, he spoke to 10news about the strange stains on his patio that prompted him to check his surveillance video. He watched the unbelievable unfold: a postal carrier appearing to hold pepper spray under the mail, as he walked by a metal gate. Behind the gate is his 7-year-old rescue Pupa. At the same time, Pupa begins convulsing for minutes."Sickening. It's scary how nonchalant he is. He's done this before," said Galindo.Galindo says he found nine similar incidents in the recordings on his hard drive, about a month's worth. The Postal Service issued an apology, saying the 'appropriate action' will be taken."That left me with a question. Is this person going to be retrained and put back on my route? That's not going to cut it," said Galindo.There are also more questions about the impact on his two young children, who are constantly touching and hugging Pupa. For months, they've suffered mysterious respiratory issues, requiring frequent trips to the hospital. On Wednesday, both were diagnosed with asthma. Galindo says more tests need to be done, but doctors believe the pepper spray could be the cause, and at the minimum, is an aggravating factor."I'm scared to find out where this could take my children. SAN DIEGO (KGTV and CNS) -- For the second straight day, San Diego County has recorded over 400 new COVID-19 cases, health officials announced Saturday.The county is reporting 436 new cases Saturday, bringing the total to 12,837.Officials also reported only six communities outbreaks were identified in the past week which falls beneath the county's community outbreak trigger of seven in seven days.The number of recoveries reached 8,954, while the number of deaths increased by two raising the total to 360 for San Diego County.The deaths reported Saturday were of a woman and a man who died June 25 and their ages were in the early 70s and 80s, officials said. The man who died did not have underlying health conditions.Saturday marked the sixth time in seven days that health authorities reported more than 300 new COVID-19 cases.
