BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.

BEIJING, May 21 (Xinhua) -- The U.S. commerce chief Friday said the United States would complete its review of the exports control system this summer, without specifying the possibly relaxed controls against exports to China."With respect to our export control reform, we want to have that done by this summer," U.S. Commerce Secretary Gary Locke told reporters during his trade mission to China Friday.Locke is leading a delegation of business executives from American clean energy companies looking to China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."We have restrictions on items already readily available from companies around the rest of the world and our restrictions make no sense," Locke said.The United States' 1979 Export Administration Act limits the export sales of some commercial high-technology goods to China.The exports control system, operated by the U.S. Defense Department and the Commerce Department, is widely seen as a major cause for the trade imbalance between China and the United States.U.S. products accounted for 7.5 percent of China's high technology imports last year, down from 18.3 percent in 2001 partly due to the U.S. exports control system, according to China's Commerce Ministry."If the share in 2001 is used as a benchmark, U.S. companies lost at least 33 billion U.S. dollars worth of export opportunities in 2009," Commerce Minister Chen Deming said in March.In a meeting with Locke Thursday, Chinese Deputy Commerce Minister Ma Xiuhong said China-U.S. cooperation would be impaired unless the United States takes substantive measures to ease its restrictions on exports to China.Locke didn't specify which exports are likely to be available to China,citing U.S. national security as the major factor to be considered when reviewing the export control system.Locke stressed restrictions will be eased on some commonly available high-tech goods and strengthened on sensitive technologies with military uses."We need to intensify and increase our protection on some very super-sensitive technologies to make sure that they don't get in the hands of those who want to do America ... harm, especially terrorist organizations," he said."Some of it can be implemented almost immediately while some can be done in a matter of months once there is agreement within the administration on the review," Locke said in response to Xinhua's question on when the new export control system will be in operation.

BEIJING, April 29 (Xinhua) -- China's parliament on Thursday adopted the Law on Guarding State Secrets and the amended State Compensation Law at the closing session.Wu Bangguo，chairman of the Standing Committee of the National People' s Congress, or the top legislature, presided over the closing of the four-day bimonthly session.Wu said, the amendment to the State Compensation Law will regulate the use of public power, protect legitimate rights and interests of citizens, legal persons and social organizations. The 14th session of the Standing Committee of the 11th National People's Congress (NPC) concludes in Beijing, capital of China, on April 29, 2010. Wu Bangguo, chairman of the NPC Standing Committee, presided over the concluding meeting.Wu said, the Law on Guarding State Secrets has made clear legal liability in guarding state secrets, which will help safeguard the state security and interests.The legislature also reviewed the report on migrant workers which stressed protecting the rights and interests of this group and improving social services for them. Wu also urged to quicken the pace of urbanization.The Standing Committee reviewed the report on the development of cultural industry which urged greater development of the industry so that it becomes a new engine of economic growth.Wu said the Committee also reviewed the report on road traffic management.

SHENZHEN, May 22 (Xinhua) -- Preliminary investigation shows that factors including failed romance, unrestrained gambling could be the reasons behind suicide of a Foxconn Technology Group employee Friday, said police authorities in south China's Shenzhen City.Nan Gang, 21, climbed to the top of a factory building in Foxconn's industrial complex in Longhua Township and fell to his death at 4:37 a.m., said Huang Jianwei, a spokesman of the Bao'an Police Station, of the Shenzhen Public Security Bureau.Nan's suspected suicide was the 10th of the kind ever happening at the Foxconn's Shenzhen plant since the beginning of the year.Police said they learned from investigations that Nan Gang's parents were divorced and Nan was the only child of the family. Nan's ex-girlfriend got married this year in February, and his new girlfriend also deserted him early this month.Nan was said to be ill tempered and fond of gambling, and was thus in deep debts before his death.According to the police, not long ago, Nan had fights with his co-workers, so he employed others to beat the co-workers, but was later blackmailed by the same group of people.Nan allegedly had said he would take revenge and even showed his intent to commit suicide before he fell off the building Friday.Police have already captured the suspects for blackmailing Nan pending further investigation.Shenzhen-based Foxconn's company profile on its website says it's the world's top electronics manufacturer with more than 600,000 employees and ranked 109 among the Fortune 500 companies in 2009. It is linked to Taiwan electronics giant Hon Hai Group.
