CHONGQING, Feb. 8 (Xinhua) -- The Chongqing Higher People's court on Monday upheld the convictions of 54 members of two mafia-like gangs, amid a massive crackdown on organized crime in the southwestern Chinese city.In the second trial at the court, Wang Tianlun, leader of a 23-member gang, was sentenced to death with a two-year reprieve for organizing and instigating gang-related crimes, forcing others to trade and assault.Wang had controlled a local market since 1995, using violence and other criminal means to force vendors to sell meat injected with water, the court said.Tang Youbin, a gang member, was also sentenced to death with a two-year reprieve on similar charges. Another 21 members received life imprisonment and jail terms ranging from one to 20 years.In a separate case, Li Qiang, a former municipal lawmaker, was sentenced to 20 years in jail for seven crimes including organizing a 31-member criminal gang, disturbing public order, disturbing traffic order, illegal business, bribery and hiding accounting documents.Li Qiang based his gang around the company he founded in 1996, Chongqing Yuqiang Group Co. Ltd. To boost his company's share of the Chongqing transportation market, Li organized gang members to disturb the traffic order and cause traffic jams. More than 55 buses were illegally put into use in the city, with the illegal business generating an estimated 18.4 million yuan (2.7 million U.S. dollars).Of the other 30 members of the gang, 25 received sentences ranging from one to 18 years.The members of the two gangs were put on trial in December last year at the Chongqing No. 5 Intermediate People's Court.

TAIPEI, Feb. 22 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that negotiating and signing a wide-ranging economic pact with the Chinese mainland was "absolutely necessary" and "needs to be done quickly."Ma made the remarks here when attending a gathering for Taiwan business people with business on the mainland. The gathering was held to mark Chinese Spring Festival by the island's Straits Exchange Foundation (SEF), an organization authorized to handle cross-Strait issues.The principle idea of the Economic Cooperation Framework Agreement (ECFA) was to "help people do business and raise Taiwan's competitiveness," Ma said in his 35-minutes-long speech. Zheng Lizhong (R), executive vice president of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Kao Kung-lian, vice chairman and secretary general of Taiwan's Straits Exchange Foundation (SEF), during the first expert discussion in talks on the Economic Cooperation Framework Agreement (ECFA), an economic deal which is expected to boost the cross-Taiwan Straits economic ties, in Beijing, capital of China, Jan. 26, 2010.ECFA is a wide-ranging economic pact to further normalize trade and investment ties across the Taiwan Strait, which Ma hopes to sign with the mainland this year to help fuel Taiwan's economic revival.The Chinese mainland is Taiwan's biggest trade partner, with an annual trade volume exceeding 100 billion U.S. dollars for the last two years.Given the huge amount of trade, a systematic mechanism was needed to solve problems when they arose between the two sides, according to Ma.Signing ECFA would help create 260,000 jobs in Taiwan, Ma said citing a local research institution.He also urged efforts to help the general public to know more about ECFA, especially low-income residents, people who work in small and medium-sized enterprises and those living in central and southern Taiwan.ECFA negotiations have no fixed schedule. The only round of talks so far were held in Beijing on Jan. 26. The proposed agreement mainly includes reducing tariffs, guaranteeing investment and protecting intellectual property.Economic ties between the mainland and Taiwan have warmed in recent years, with direct air and sea transport links and postal services, as well as regular passenger charter flights connecting the island with the mainland.

Our relationship is mature and stable enough to weather our differences," said Huntsman in his half-hour speech.Huntsman said he was confident the two countries would work through their differences through dialogue, and they would be able to get on with the global challenges."Together we can lay the foundation for another 30 years of economic growth and stability in our countries, and in the world," he said."I am convinced that blue skies are already on the horizon," he said.He expected the bilateral relationship would regain the "high cruising altitude" of last year by the opening of the Shanghai World Expo in May.He was also confident the two sides would make real progress on the global challenges when they met for the second round of the U.S.-China Strategic and Economic Dialogue (SED) and when Chinese President Hu Jintao visited the United States this year.

  

BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The drought in Donglan County, one of the drought-stricken areas in Guangxi, had affected 82,300 Mu (5486 hectares) of farmland by March 17 and 81,600 people were denied easy access to drinking water. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.

  

STOCKHOLM, March 22 (Xinhua) -- China has made huge contributions in realizing the United Nations Millennium Development Goals (MDG) in access to safe drinking water, said Joakim Harlin, Senior Water Resources Advisor at the United Nations Development Program based in Stockholm on Monday."According to a joint monitoring report issued by the World Health Organization and the United Nations Children's Fund last week, 89 percent of the population of 1.3 billion has access to drinking-water from improved sources, up from 67 percent in 1990, This is a huge contribution to MDG," Harlin said in an interview with Xinhua after a seminar on MDG to mark the World Water Day.Johan Kuylenstierna, Chief Technical Advisor for UN-Water, also commented on China's efforts in addressing the mounting water problems from access to safe drinking water to prevention of water pollution."China is an interesting country because you are facing so many problems, but you are also seriously addressing many of them," Kuylenstierna told Xinhua, adding that when a problem is clearly identified, you take action on trying to mitigate it and address it."China can learn a lot from other countries, but I think we can learn a lot from China too in dealing with various environmental problems," Kuylenstierna said.He also said statistics from 2009 showed that China is the biggest country in investing in renewable energy just in one year, and it has passed the United States."Water quality problem is a major global issue, access to clean water for achieving the MDG. If the water is not clean, it is not useful. This is a global problem. We release about two million tons of waste everyday into our waters," said he.2.2 million children die every year from drinking bad water. Five or six million people in total that is because of the poor quality of water. People die every year from diseases that could actually prevented, according to the UN's statistics.
