RICHMOND, Va. — Richmond Police are investigating after someone spray-painted "White Lives Matter" across a statue of black tennis legend Arthur Ashe statue along Monument Avenue in Richmond.Ashe, a Richmond-born tennis star and humanitarian, was the first black man to win U.S Open and Wimbledon titles.Wednesday's incident at the Ashe statue comes after weeks protests against police brutality both in Richmond and around the country.Statues along Monument Avenue honoring Confederate leaders like Robert E. Lee, Stonewall Jackson, and Jefferson Davis have either been spray-painted or toppled during the protest.Concrete barriers were installed around the Lee statue on Wednesday morning.The Virginia Department of General Services said it was erecting the barriers to protect the safety of demonstrators and the structure.The action came shortly after protesters toppled the Howitzers Monument located near Virginia Commonwealth University's Monroe Park campus on Tuesday.It was the third Confederate statue, and the fourth monument, to be torn down by demonstrators in Virginia following the death of George Floyd, a black man who died after a white Minneapolis police officer pressed a knee into his neck.Earlier this month, Virginia Gov. SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities:  783

RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation. Gavin Newsom signed two laws aimed at protecting workers from the coronavirus.SB 1159 makes people who have the coronavirus eligible for workers compensation benefits. AB 685 requires companies to warn their employees if they have been exposed to someone who has tested positive for the disease.Business groups opposed both laws, calling them vague and unworkable.Newsom said the laws prioritize the state's workforce.The governor signed both laws on Thursday during a Zoom call with supporters.The workers compensation law takes effect immediately.
