SAN DIEGO (KGTV) -- San Diego Gas and Electric has released a list and map of areas that may be affected by planned power outages amid Santa Ana winds. The National Weather Service has issued a Red Flag Warning from noon Thursday through 6 p.m. Friday for the inland valleys and mountains. East to northeast winds are expected to reach 20 to 30 miles per hour with gusts as high as 50 miles per hour and isolated gusts as high as 60 miles per hour. To make matters worse, humidity is expected to range between 5 and 10 percent with poor overnight recovery. SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. SAN DIEGO (KGTV) — San Diego County reported 625 new coronavirus cases on Saturday, the region's second-highest daily increase of cases reported by officials.San Diego County's new cases reported a 6% positive rate out of 10,290 tests. Of the county's cases, 2,180 (9.4%) have needed hospitalization. Health officials add that 2.5% of all cases and 26% of hospitalized cases have been moved to the ICU.An additional six deaths due to COVID-19 were also reported, the county said. The deaths occurred between July 8 and July 16, and included four women and two men whose ages ranged from 60 to mid-90s. All had existing chronic conditions, the county said.
