SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

She's living with cerebal palsy which has kept her in a wheelchair. But, it's not holding her back. "When people look at me. It's been really hard, but I overcome that. You can do anything, I tell people you can do anything in the world," said Solis.Solid has worked in the security field and wants to move onto bigger opportunities so she decided to attend this job fair.Charlene Autolino is the chair of San Diego Committee on Employment of People with Disabilities, which put the fair together. She said the event gives many more than just a job, but motivation to strive for more."Imagine being told for years that you can't do anything because of this disability, or you aren't capable of able which is not true," said Autolino.The organizer of this event will also be hosting a similar job fair specifically for veterans in November. 1031

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus.
