(KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198

SAN GABRIEL (CNS) - A multi-agency investigation was underway Sunday following a four-alarm fire that caused "extensive damage" to the historic 249-year-old San Gabriel Mission.Meanwhile, Los Angeles Archbishop Jose H. Gomez conducted a late- morning Mass at the Mission on Sunday and said a fundraising campaign is already underway to rebuild as the church's 250-year anniversary approaches."This destruction comes as we are getting ready to celebrate the 250th anniversary of this great mission. But this fire changes nothing. Mission San Gabriel will always be the spiritual heart of the Church in Los Angeles, the place from which the Gospel still goes forth," Gomez said during the homily."You trace your roots all the way back to the beginnings of the Christian faith in California, before the founding of the United States. In fact, you are one of the few Catholic communities in this continent that can claim to be founded by a saint. Last night I was praying to your founder, St. Junipero Serra, and reflecting on his words and witness," the archbishop continued. "And I thought, what would St. Junipero tell us this morning? And I remembered his beautiful little prayer: `Let us bear every hardship for the love of You and the salvation of souls. (KGTV) — An elderly, disabled man has died after his East County mobile home caught fire.The man, who authorities say had trouble getting around, called first responders to the fire at 8301 Mission Gorge Rd. around 1 a.m. Saturday, according to San Diego Sheriff's Department bomb and arson unit.Deputies arrived but thick smoke prevents them from immediately entering the building and had to wait for fire crews.The man was later found dead inside. His identity has not been released.It's not yet clear how the fire started but investigators believe it began in the back of the home.Nearby mobile homes were evacuated for a short time before residents were allowed to return. 714
