North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312

None of the countries that make up the G20 group of major world economies is on course to adequately reduce climate change, with 82% of the bloc's energy supply still coming from fossil fuels, a new report has warned.Of the countries, only India has set targets that would keep global temperature rise below 2 degrees Celsius, the upper limit recommended by the Paris Climate Agreement, if adopted globally.Overall, the world is heading for a 3.2-degree rise, the organization Climate Transparency said, in an analysis of the G20's current emissions-cutting targets for 2030 published Wednesday.Targets set by the worst offenders -- Russia, Saudi Arabia and Turkey -- would lead to a rise of more than 4 degrees if they were adopted worldwide, the report added.The G20 comprises representatives from Argentina, Australia, Brazil, Canada, China, the European Union, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, and the United States.The landmark Paris Agreement, drafted in 2015, resulted in an aim to keep global warming below 1.5 degrees compared to pre-industrial levels, with 2 degrees set as an upper limit.But the report cautions that those targets are virtually impossible to reach at current rates. It follows similar warnings made last month by the Intergovernmental Panel on Climate Change (IPCC), which found that the earth will reach the crucial 1.5 degree threshold as early as 2030."The G20 economies actually need to cut their emissions by half by 2030 to keep warming below 1.5°C," said Jan Burck, senior adviser at equality NGO Germanwatch, one of the report's authors. New details are emerging about the 41-year-old Parma, Ohio father who turned himself into Parma Police on Saturday night, leading to the discovery of his 18-month-old son's body.Police said the man came into the police station around 9 p.m. and told an officer at the front desk that he wanted to turn himself in for a crime. Officers noticed cuts on both of his arms, which were later found to be self-inflicted. Officers learned the man's son was inside his car, which was parked in the visitor's parking lot of the station.Police searched the car and found the toddler unresponsive and not breathing inside the trunk.The boy was taken to University Hospitals Parma Medical Center where he was pronounced dead.The father was taken to MetroHealth Medical Center for his injuries where he remains under police custody.  When he is released, he will be brought back to the Parma jail. Scripps station WEWS in Cleveland is not releasing the name of the 18-month-old boy or the father because no one has been charged. 1087
