SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. SAN DIEGO (KGTV) -- As we cast our ballots in this year's election, it's a good time to reflect on how our freedom to vote came at a cost. A member of the Greatest Generation looks back at how he and his fellow service members risked their lives to preserve that freedom and how his love for America began about 90 years ago.It started in North Carolina in the 1930s during the Great Depression. Forrest "Huff" Huffstetler, 96, says, "I remember how people suffered back then and I remember people lining up to get a bowl of soup."Despite the hardship, he remembers his life growing up on a farm fondly."We had our own pigs, fresh vegetables and we had cans. My mother and my grandmother would can all the food for us for the winter. We had it pretty good."It's that optimism that motivated Huff to make a decision that would change his life."I was delivering newspapers at 4 o'clock in the morning and that's when the post office had out a picture of Uncle Sam pointing a finger at you."The poster he saw encouraged people to enlist. He says his instant reaction was, "Man this is a good deal, I'd like to get in the Army."He was 15 and a half years old. He managed to enlist by convincing the notary public, who was also his aunt, that he was 18. He says it was well worth it. "I loved the Army. We had three meals a day, I had all my clothes given to me and I wanted nothing. It was wonderful."For more a month, Huff signed on to become a paratrooper with the 82nd Airborne Division. After two tours of duty came D-Day and that defining moment, the jump over Normandy. He remembers seeing the tens of thousands of service members around him."There were paratroopers everywhere and ships out in the channel, there in the channel as far as you could see."The first town Huff helped liberate was Sainte-Mere-Eglise, which explains the hero's welcome back he received last year on the 75th anniversary of D-Day. He looks back at the unity in their fight for freedom back then and says it makes him sad to see people divided today."It breaks my heart. All these men died fighting for this country," he says, "Freedom doesn't come for free, there's nothing for free."That's why Huff votes."I remember the first time I ever voted was when I came out of the service. I was 21 years old, and it was an honor for me to go vote," he says.He wants everyone to exercise that freedom and says he also thinks things will get better. "Things are going to change. We're going to get our country back together working together." After his service, Huff worked in the restaurant industry including owning a restaurant for 20 years. He eventually made a home in San Marcos. In December, Huff will turn 97 years old. 2717

SAN DIEGO (KGTV) — As reports surfaced that the Alliance of American Football would suspend all league operations, its teams — and fans — were left in a state of limbo.Fans searching for tickets to the San Diego Fleet's April 14 game at SDCCU Stadium against the Arizona Hotshots were met with a screen reading, "Oh-no! These tickets went fast and we're unable to find more right now."Calls to season ticket lines and links on the team's website went unanswered and returned no results Tuesday. A note was also left on the team's office door at SDCCU Stadium reading, "We're closed for the remainder of the day."According to the team's general manager, Tuesday practice had been canceled, but no further statement on the league's reported decision was given.RELATED: Alliance of American Football to suspend operations immediately, reports sayThe Fleet, as well as the AAF's seven other teams, had played eight of 10 regular season games slated for the league's inaugural season. SAN DIEGO (KGTV) - Condo and townhome sales increased more than 7 percent from April to May in San Diego County, while single-family home sales held steady, the Greater San Diego Association of Realtors reported Monday. Attached property sales increased 7.3 percent from 983 in April to 1,055 in May. Month-over-month sales of single-family homes increased by just 0.7 percent from 2,023 in April to 2,037 in May. Property sales, which plunged during the winter, have had steady increases since January. The price of single-family homes rose 1.2 percent from 2,200 in April to 0,000 in May. Attached property prices grew 3.3 percent from 0,000 in April to 4,000 in May. ``Sellers still have the upper hand in this market,'' said SDAR President Kevin Burke. ``However, buyers who take the time to research neighborhoods should find more homes for sale than they would have a year ago.''
