A Pacific Beach woman was hospitalized after tripping over a dockless scooter left next to a traffic light on Garnet Avenue.The incident happened July 1, the day the city began enforcing scooter regulations. Ellie Fellers, who is in her 80s, was trying to cross Mission Boulevard at Garnet Avenue to mail a letter. She says she pressed the button to cross on the the traffic light, which was surrounded by unused scooters. Once she got the signal, she turned to cross but tripped over a scooter.Fellers says she suffered two concussions and a bleed above her adrenal gland. "Enough of this," Fellers told the City Council Tuesday. "The money you're making on those scooters can't possibly make up for the amount that it's costing you."The new city rules call for painted corrals that designate where scooter riders can leave the devices. However, they're currently only located in downtown. On Wednesday in Pacific Beach, there were scooters left along the sidewalks or toppled over in piles. "All of this is making it very difficult for pedestrians to get around town, and we've noticed that people who normally walk for exercise, like Ms. Fellers - they're saying we don't feel comfortable walking for exercise in our own community," said Scott Chipman, a 45-year Pacific Beach resident and a member of its community planning group.A spokeswoman for the mayor says 100 dockless scooter corrals will be added in Pacific Beach, and another 80 in Ocean Beach, by the end of the month.Meanwhile, Chipman and other residents are reporting that many of the scooters are not slowing to the geo-fenced limit of 8 miles per hour along the boardwalk.Annalisa Snow, who was riding a scooter along the boardwalk Wednesday, said she hasn't noticed any change."I haven't personally," she said. "It lets you go fast."What is in effect is a requirement that operators stage the devices in groups of four maximum, with 40 feet of space in between each group. A man wanted in connection with a quadruple murder in Detroit has shot himself, according to police. George Anthony Davis, 27, shot himself near the Ohio Turnpike after leading police on a chase.Police said Davis shot and killed three people, a man and two women, at a gas station iin Detroit Monday morning. The male victim was identified as Deacon Ralphael Hall, leader at a local church, his 26-year-old daughter Cierra Bargineer and 21-year-old Kristen Thomas.Police say surveillance cameras captured everything; a man pulled up in a silver sedan and started talking to people in a gray Dodge SUV. Seconds later, the man in the sedan shot the people in the SUV and shot at the man pumping gas.When he ran out of bullets, he went back to his car to reload, and came back to shoot more. Police say Bargineer was the mother of his child.Second Shooting LocationHe then gets in the car and goes to Faust Street and has a conversation with an adult male cousin and fatally shoots him, police said.  The suspect then goes to a gas station on Faust and takes a 2007 blue Nissan Ultima.Davis was on the run for several hours before police confirmed that he shot himself. A rural Oklahoma school system closed for two days earlier this week after a group of adults made threatening Facebook comments about a 12-year-old transgender girl, Achille Public Schools Superintendent Rick Beene said.The incident began after the student used the middle school girl's bathroom this year at Achille school system in southern Oklahoma, Beene said. In previous years at the district elementary school, she had used the staff bathroom.Two district parents complained about her use of the girl's bathroom in a private Facebook group called "Achille ISD Parents Group," which is not officially affiliated with the school, according to Beene.The threats escalated in severity and number when someone made the Facebook group public, Beene said, and some of the Facebook threats have been traced to other parts of Oklahoma and Texas.According to CNN affiliate KXII, Facebook commenters called the seventh grader, "it" and "thing." One Facebook poster suggested it was open hunting season for transgender people, and others advocated for the 12-year-old to be stabbed or beaten up."That's scary," Brandy Rose, the girl's mother, told KXII. "These are adults making threats to a child. I don't understand it."The Facebook page appears to have since been deleted. Still, Rose said the comments had scared her daughter."She's just an awesome kid. To see any kind of fear in her like that, because other people, especially adults, I can't explain how bad that hurts me," she said. 1498
