BEIJING -- China has ordered its police to behave well and improve their services to the public as the country marks the one-year countdown to the 2008 Beijing Olympic Games. The Ministry of Public Security has launched a one-year inspection campaign in Beijing and other cities hosting Olympic events as well as major tourist cities to ensure a polite, standard and efficient police services to citizens and foreign visitors. The inspection mainly deals with police who take a bad attitude towards the public and do not wear standard uniforms and insignia. An inspection team will oversee police service departments such as community police stations, traffic police brigades, patrolling cops, border entrance and exit offices, reception rooms for foreigners, border checkpoints, visa application centers and police alarm "110" phones. Police who smoke, chew food, chat or use chilly words in front of the public will be immediately punished by inspectors on the spot, says the ministry, adding the inspection team will find out whether the police can take proper, immediate and effective actions when the public, especially foreigners, ask for help. The campaign, which is a part of the overall Olympic security deployment, is aimed at maintaining a sound order for the upcoming congress of the Communist Party of China and the Olympic Games next August, and setting a good image of the Chinese police, according to the ministry.

SHANGHAI, March 5 (Xinhua) -- A traditional commodity fair in east China, conventionally regarded as a barometer of the nation's foreign trade, reported less demands from American businessmen than expected, indicating a possible slowdown of Sino-U.S. trade.     The 18th East China Commodity Fair, an event held at the beginning of every year, reported around 1,600 American businessmen, far less than expected.     "The number of the American businessmen to the fair was only two thirds of those from the European Union, showing the deficient domestic demands of the United States," said Wang Qingjiang, an official with the fair.     "The subprime crisis in the United States has shown its influence on China's exports," he added.     The 5-day fair registered total business deals worth 583 million U.S. dollars between Chinese companies and the U.S. businessmen, a 1.5 percent dip from last year.     Deals worth more than 3.67 billion U.S. dollars were signed at the fair, a 3.52 percent growth from 2007.     Deals between Chinese companies and the European Union businessmen added up to 879 million U.S. dollars, a 9.5 percent growth compared with the last fair.     Chinese companies and the Japanese businessmen made deals worth906 million U.S. dollars, almost the same amount compared with last year.     The fair attracted more than 19,000 businessmen from 145 countries and regions around the world, with more than 60 percent from Asia.     According to experts, the fair could indicate the trend in China's foreign trade in 2008.

SINGAPORE: China and the United States plan to set up a defense hotline aimed at improving military relations, a top Chinese general said over the weekend. Zhang Qinsheng, deputy chief of the general staff of the People's Liberation Army, made the remarks at the plenary session of a three-day security summit known as the Shangri-La Dialogue. He said the issue of the hotline between the Chinese military and the US Defense Department would be settled when he visits the United States in September for the ninth Sino-US defense talks. Zhang also told the summit that China's defense budget is authentic. As the Chinese military gradually modernizes, some have raised questions over "military transparency", and voiced suspicions on China's defense budget. So it is necessary to clarify the matter, Zhang said. "In China, defense budgeting must follow a set of strict legal procedures, and the published budget is true and authentic," he said. He added that the increased proportion of the defense budget is mostly used to make up for inflation, improve the welfare of military personnel and logistics support. "Given the multiple security threats, the geo-political environment, the size of the territory, and per-capita expense, the Chinese defense expenditure is small by any yardstick," he added. He stressed that "China is gradually making progress in military transparency following the principles of trust, responsibility, security and equality". The annual Shangri-La Dialogue, named after the Singapore hotel at which the event has been held since its launch in 2002, and organized by the London-based International Institute for Strategic Studies, opened on Friday. It gathered defense ministers and top officials from 26 countries and regions in the Asia-Pacific region and Europe to address major regional security issues and defense cooperation. Also at the meeting, the US and China turned down the heat on a dispute over Beijing's military build-up, with US Defence Secretary Robert Gates expressing optimism about future relations. Migrant workers who were previously farmers will get the same labor rights as their counterparts from towns and cities starting next year, under a new regulation by the Ministry of Labor and Social Security (MLSS)."No discriminatory restrictions should be set against the rural laborers entering cities for employment," the Employment Services and Employment Management Regulation issued on Wednesday stated.Under the regulation, all laborers cannot be discriminated because of ethnicity, race, gender, and religious belief when seeking employment.Farmers-turned-laborers or those without local household registration can also register for unemployment at local public labor service agencies if they have worked in a place for half a year and more.Employment units should go to local public service agencies to register laborers or terminate their contracts."The provisions reflect tremendous progress in the country's labor policies," Mo Rong, the vice-president of the labor science research institute under the MLSS, told China Daily.Mo said policies toward laborers from rural areas have been changing with the times - in the early 1980s, they were forbidden to migrate to cities, but this restriction was later lifted with the provision that the laborers brought their own "grain tickets" in the face of a grain shortage.Since the 90s, the laborers have moved freely between rural and urban areas under the regulations of respective cities. The first great wave of migrants heading to cities occurred in 1992."They could finally 'float' between rural regions and cities without policy limitations after 2000," Mo said, referring to the country's policy improvements in the area."Laborers from rural areas will now be able to enjoy many free employment services in the cities with the new regulations," Mo added."These are possible under the auspices of a good amount of government subsidies."With the new regulation, employers are now forbidden to refuse women work except when such jobs are stated as unsuitable as stipulated by the State."When an employing unit recruits female workers, it shall not stipulate in the labor contract any content which restricts female workers from getting married or having child," said the ministry.Those suffering from infectious diseases are now also protected from discrimination.In particular, laborers cannot be denied work based on Hepatitis-B tests unless the job already prohibits carriers of the disease according to laws, administrative rules and regulations set by the administrative department of health under the State Council.Such employment units can be fined as much as 1,000 yuan (5) along with other compensation liabilities.
