SAN DIEGO (KGTV)-- President Trump's decision to delay nationwide ICE raids by two weeks is not stopping some San Diego community advocates from working overtime, educating migrants to know their rights. For Benjamin Prado, "Deportation" is always on his mind. "We see a policy of terror," Prado said. As a community advocate for 'American Friends Service Committee,' he connects migrants with various services. He has worked with those who were arrested at the Zion Market ICE Raid in February 2019."Whether people have documents or not, people have the right to work, and people have the right to produce and create a meaningful life for themselves," Prado said. Saturday, President Trump disagreed saying, "Everybody that came into the country illegally will be brought out of the country very legally."So even when the President announced that he would delay the planned nationwide ICE Raids initially scheduled to begin Sunday, Prado's work remains the same. "We are on a permanent campaign of informing families what their rights are," Prado said. "What their constitutional rights are, ensuring that they know that they don't have to speak to immigration law-enforcement, that they don't have to open the door, that they should demand to see any form of warrants that they have, whether it be judicial or administrative warrants that ICE produces."In a Tweet Saturday, Gavin Newsom agreed saying, "When we talk about knowing your rights, 'no abras la puerta.' Without a warrant, you don't have to open the door."Prado says it is imperative that families have a serious conversation with their children and relatives now, to avoid what are called "collateral arrests.""There have been instances where Immigration and Customs Enforcement not only goes after the individual, but they also go after family members," Prado said. "That is the other aspect of it. It is to inform and ensure that the entire family is able to defend their rights beyond just the individual that has a final removal."Prado recommends to network with humanitarian organizations. 10News contacted the First Unitarian Universalist Church of San Diego, which announced their status as a 'Sanctuary Church.' SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule. The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend. The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes. The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. "This is going nowhere."The new parking lot for sleeping overnight should open in about 45 days. 1874

SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN FRANCISCO (AP) — Firefighters in California are racing to slow the spread of wildfires that burned nearly one million acres in a week and destroyed hundreds of homes. The fires have killed five people, torched nearly 700 homes and other structures and forced tens of thousands from their houses. Light winds, cooler nighttime weather helped fire crews make a bit of progress on Saturday. But their efforts could be hurt by warm, dry weather, erratic wind gusts and lightning in the forecast. Firefighters are beginning to get help from other states and President Trump issued a major disaster declaration to provide federal assistance. But the state's top fire official warned “the worst is not behind us.” 718
