LOS ANGELES (CNS) - Flames raced up a Pacific Palisades hillside Monday, chewing through trees and brush as the fire marched toward multimillion- dollar homes, forcing the precautionary evacuation of about 200 homes. The fire was reported about 10:40 a.m. near the 500 block of North Palisades Drive, with the flames driven upward by the terrain, according to the Los Angeles Fire Department. Authorities said there was no wind in the area, even as gusty conditions persisted in other parts of the Southland. By mid-afternoon, the fire was estimated at 40 acres, and no structures had been damaged. One firefighter suffered heat exhaustion and a civilian reported mild respiratory distress, according to LAFD Assistant Chief Patrick Butler, who said both were taken to hospitals. Shortly after the blaze erupted, some homeowners could be seen using garden hoses in an effort to beat back flames nearing their backyards, but they were clearly outmatched by the towering fire, which threatened homes along Vista Grande Drive and Charmel Lane. As the flames advanced rapidly, some residents were seen running down their driveways, giving way to arriving structure-protection fire crews. Early Monday afternoon, mandatory evacuation orders were issued for an area between Charmel Lane and Bienveneda Avenue, from Lachman Lane on the north to Merivale Lane on the south. Los Angeles Sheriff's Department deputies and Long Beach Police responded to the suspect in the 300 block of Ocean Blvd. just before 4 p.m., where the standoff began.LASD said the suspect had a "possible improvised explosive device" in his vehicle.SWAT officers and bomb squad officers were at the scene as the man has stood outside a van with his arms raised. LOS ANGELES (AP) — A study of a disastrous wildfire that raged through Los Angeles and Ventura counties last year found the inferno presented unprecedented challenges to emergency agencies, according to a draft of a consultant's report released Wednesday.The review by Citygates Associates LLC for Los Angeles County mixed praise with 86 recommendations for improvements in response, communication, evacuation and repopulation, and transition to recovery.The so-called Woolsey Fire broke out Nov. 8, 2018, in Ventura County during a spate of emergencies including a fire that destroyed the Northern California town of Paradise and killed dozens, a mass shooting and a nearby wildfire an hour earlier.The report called the scenario "a perfect storm of factors that, when aligned, drove an event never experienced in the Los Angeles region."Fanned by strong Santa Ana winds, the fire raced into western Los Angeles County, burning simultaneously through three of four historic fire corridors in the Santa Monica Mountains and through part of the city of Malibu until it reached the Pacific Ocean the next day.The fire scorched 151.5 square miles (392 square kilometers) and destroyed 1,643 structures, mostly homes. Another 364 structures were damaged. Three people were killed and about 250,000 people were evacuated.Among key findings, the report found that fire services' mutual aid resources were exhausted by the fire's first evening and fire commanders strategically shifted all resources to prioritize life safety as the blaze rapidly grew in 50 mph (80 kph) gusts.The report called for rethinking how to prepare, fight and recover from wildfires across jurisdictional boundaries.
