SAN DIEGO (KGTV) -- The County Board of Supervisors voted to temporarily ban the sale of flavored e-cigarettes and combustible tobacco product in unincorporated areas of San Diego.Supervisors Nathan Fletcher and Dianne Jacob, first proposed the ordinance in October in response to the nationwide epidemic of serious lung injuries linked to "electronic smoking devices, the alarming uptake in e-cigarette use by teens, and the terrible toll of combustible tobacco (cigarettes, cigars, little cigars) on San Diegans."There have been a reported 43 cases of vaping-related lung injuries in San Diego County. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.As stewards of public health, the County has a responsibility to act in the interest of the public health. The ordinances the Board passed today to restrict the sale and use of smoking and vaping products in unincorporated areas of the County will save lives," said Supervisor Fletcher after the ordinances passed. The proposed policy aims to curb secondhand smoke exposure for restaurant patrons, as well as the service industry employees, by restricting smoking at outdoor areas in unincorporated parts of the county.San Diego is now among the several dozen counties across the state that have passed ordinances prohibiting or restricting the sale of flavored tobacco products.A second meeting on the ordinances will be held on Jan. 28. SAN DIEGO (KGTV) - Thanksgiving with the Salvation Army will be different in 2020 because of the coronavirus pandemic."We knew that we were going to do something," says Captain Sean Kelsley, who oversees the Salvation Army East County Operations. "The question was, what would it look like?"For the past 30 years, the Salvation Army held large, family-style gatherings to feed people experiencing homelessness, the disabled, and families in need at Golden Hall for Thanksgiving. They plan for 1,800 people, plus volunteers.But a gathering of 2,000+ people is strictly forbidden under California and San Diego County COVID-19 guidelines.In its place, the Salvation Army will offer "grab-and-go" style meals at four locations around the county."We're just glad to be able to be here," says Captain Kelsey. SAN DIEGO (KGTV) - The doctor responsible for one third of vaccine exemptions in the San Diego Unified School District fired back Thursday at critics who say her science isn’t sound. Dr. Tara Zandvliet has a refrigerator full of vaccines at her office in South Park. She administers them to her young patients, but she also writes medical exemptions for some children. “It’s the kids that are sensitive that you need to just take a little bit different tack with,” said Zandvliet. Zandvliet wrote exemptions for 162 of the 487 children who provided SDUSD with a medical reason to avoid the vaccines required for entry. Despite the number, Zandvliet says she does not consider herself anti-vaccine. “I’m not gonna write a medical exemption just cause someone wants it. I’m not gonna write it or not write it just because the school says ‘hey we have too many of them’,” she said. Since California became one of three states to ban personal belief exemptions for vaccines, the number of medical exemptions has risen. So has the number of children being vaccinated. San Diego Unified officials issued a statement about the situation, saying in part the district "has noticed some physicians issuing exemptions that appear to be excessively frequent and based on criteria that are not aligned with guidelines from the Centers for Disease Control and Prevention.” Zandvliet’s website says she will grant an exemption based on factors like family history of allergies or autoimmune disease, neither of which are recognized by the Centers for Disease Control as valid reasons for exemption. “I refuse 7 out of ten; the three that come in they've convinced me they have proof they've given me medical records from family members and it’s there,” Zandvliet said. Other doctors disagree with Zandvliet’s reasoning, including State Senator Richard Pan, who is also a physician. He was behind the law to get rid of the personal belief exemption and is now trying to make it harder for parents to get a medical exemption. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131
