BALI, Indonesia, Nov. 19 (Xinhua) -- Chinese Premier Wen Jiabao said on Saturday that an immediate task for East Asian nations in the face of the global financial crisis was to maintain continuous, rapid development of the region's economy.Addressing the 6th East Asia Summit, Wen said East Asian nations should provide momentum for the world economy's robust, sustainable and balanced development."We should continue to strengthen cooperation and the summit should play a strategic role in this regard," he said.Wen put forward a five-point proposal for boosting the regional economy:First, coping with the international economic and financial crisis should continue to be regarded as a priority, he said.East Asian nations should implement appropriate fiscal and monetary policies in accordance with their national conditions, shore up market confidence, and enhance coordination in the macro-economic policy and financial cooperation.Second, Wen said the region should earnestly carry out and improve agreed free trade arrangements, steadily advance the building of new free trade areas, and further open markets.The Chinese premier called on East Asian nations to counter protectionism and properly handle international trade frictions.Third, the region should encourage expansion of investment and increase investor confidence, he said.It should boost the inner drive for its development through such ways as industrial transfer and regional interconnection, Wen said.Fourth, he called for prioritizing sustainable development as a long-term cooperative goal, stronger cooperation in key fields, help for East Asian countries to transform their economic development model, and intensified cooperation in such areas as energy-saving, environmental protection, education and disaster control, so as to enhance development potential.His final point urged overcoming challenges brought by non-traditional security threats to create a better environment for development, and strengthening cooperation in the fields of information exchange, capacity building and emergency response.Wen said that, as a strategic forum, the EAS facilitated mutual understanding and cooperation between East Asian nations."Under the new situation, we should continue to regard the Association of Southeast Asian Nations (ASEAN) as the dominant power of cooperation at the summit and make efforts to seek and expand interest junctions," he said.China was willing to work with all sides to make the summit more fruitful and benefit more countries and peoples, the Chinese premier said.Echoing Wen's remarks, participants at the summit said under the current international political and economic situation, East Asian cooperation should continue to wield the influence of ASEAN domination and the existing mechanism to intensify mutual support and coordination, and deepen cooperation in the fields of economy and trade, finance, food security, energy security and disaster relief.

NAIROBI, Nov. 15 (Xinhua) -- The UN refugee agency said on Tuesday there has been an outbreak of cholera in Dadaab, the world's largest refugee camp in Kenya, which is believed to have started among new arrivals who had most likely acquired it in Somalia or en route to the camp.The UN High Commissioner for Refugees (UNHCR) said the situation in Dadaab, home to Somalis fleeing famine and conflict, is being exacerbated by heavy rains and accompanying risks of waterborne diseases."Rains and flooding had affected the trucking of water to parts of the camps, and we fear some refugees resorted to using unsafe water from flooded areas," the UN refugee agency said in a statement released in Nairobi.According to UNHCR, there are now 60 cases in the camps, including 10 laboratory-confirmed cases and one refugee death. To manage the outbreak, UNHCR and partners have set up cholera treatment centres for severe cases, it said.The UN agency deplored insecurity which it said continues to affect aid efforts more than a month after the kidnapping of three aid workers in Kenya's Dadaab refugee complex.The UNHCR says insecurity is still hampering aid efforts in the area, despite the deployment of 100 Kenyan policemen in the last month.UNHCR is assisting them with vehicles, shelter and telecommunications equipment."Together with our partners, we are exploring options to gradually resume full operations despite continued security incidents in and around Dadaab. In the meantime, refugees are still receiving life-saving aid, namely food, water and health care," it said.According to the agency, most cases can be managed through oral rehydration solutions (ORS) that can be given at home or at the health posts."We are working with UNICEF and the Ministry of Health to train health workers in the community-based management of diarrhoea so that patients can begin treatment at home," it said.UNHCR said it has increased levels of chlorine, which kills cholera-causing bacteria, at water points in the camps. These, it said, are monitored to make sure they are maintained at the correct levels."We are also promoting hygiene practices among the refugees, especially the use of latrines and hand washing with soap. Each refugee received 250 grams of soap with the latest food distribution and this will continue monthly for several months," UNHCR said.Dadaab is home to more than 400,000 registered refugees, nearly all of them Somali, with an estimated 70,000 people having arrived in July and August as conditions in their homeland rapidly deteriorated.

BEIJING, Dec. 28 (Xinhuanet) -- A vagrant boy sat all huddled up in a corner of Beijing Railway Station, trying to keep himself warm in the chilly wind on Tuesday afternoon.He could only remember that he was 16 and that his home was far away from Beijing but failed to provide other vital information such as his name or home address.Two officials from the social assistance center for the homeless in Beijing's Dongcheng district came to his assistance within half an hour of receiving a passer-by's call. The boy was taken to the center's office for some paper work and then sent to a shelter for the homeless in Fengtai district.A teenager, unsure of his identity and living on a street corner near Beijing Railway Station, is helped by China Daily photographer Wang Jing on Tuesday before being taken to a care center."Our center handles about three or four similar cases every month. Those whose family cannot be contacted immediately are sent to the shelter," said Cao Hui, an official who came to the railway station to pick up the boy.The method of collecting vagrants and sending them to shelters would include an extra step by 2013, according to a notice jointly issued by eight government departments, including the Ministry of Civil Affairs (MCA), on Monday.The circular required the public security, urban management authorities and rescue centers nationwide to collect blood samples from vagrant children. Their DNA information will be recorded and checked against the national DNA database to see if these could be matched with that of missing children's parents', in case they were kidnapped or stolen by criminals.The eight government departments will start a year-long national campaign in 2012, aiming to return street children to their homes, which will be led by the MCA.The MCA urged provincial governments to set up special offices to coordinate the campaign.Civil Affairs minister Li Liguo said on Monday that the ministry will speed up revising the management regulations related to the homeless and beggars in cities, introduced in 2003. BERLIN, Oct. 30 (Xinhua) -- The Sino-German strategic partnership has been further intensified and expanded in the year 2011, Chinese Ambassador to Germany Wu Hongbo told Xinhua in a recent interview prior to China's top political advisor Jia Qinglin's visit to Germany.The frequent, high-level mutual visits between China and Germany have pushed forward progress of political, economic, cultural and other cooperations steadily, and strengthened the communication and coordination on key international and regional issues, he said.This year has featured frequent mutual visits between the leaders of China and Germany, as Vice Premier Li Keqiang visited Germany at the start of the year, followed by the first round of bilateral minister-level strategic dialogue between German vice-chancellor and foreign minister Guido Westerwelle and Chinese Foreign Minister Yang Jiechi during Westerwelle's visit to China three months later.In June, Chinese Premier Wen Jiabao and his German counterpart Angela Merkel co-chaired the first round of China-Germany inter-governmental consultation.
