BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.

BEIJING, June 11 (Xinhua) -- Chinese police have launched crackdowns all over China to curb online soccer gambling as the 2010 World Cup kicks off in South Africa.More than 100 people have been detained for participating in online soccer gambling with more than 10 billion yuan (1.47 billion U.S. dollars) in funds involved in one case in Yuyao City, east China's Zhejiang Province, said Dong Xiaowei, deputy chief of the provincial public security bureau.More than 70 gambling groups have been cracked for online soccer gambling this year with more than 300 arrested, he said.Similar cases have been uncovered in Beijing, Chongqing, Shaanxi, Fujian and Shandong.There are about 2,000 Chinese and offshore websites for soccer gambling in China, and the membership of some websites amounts to one million, according to Public Security Ministry data.Gambling is prohibited on the Chinese mainland by law.

Microblogs, for example, have become a quick and popular source of news and information for increasingly more Chinese citizens.Fu Zhenghua, head of the bureau, said last month that law enforcement activities could easily be hot topics in the media and among the public in this highly open and transparent Internet era."With the aid of modern technology, we hope to communicate with residents and vulnerable groups with frankness and sincerity, as well as promote social justice," said Fu.In the first microblog post, the bureau pledged to offer the latest police affairs news, anti-fraud tips and stories of model community police.The bureau has posted dozens of practical anti-fraud and anti-theft tips and police affairs news, including training programs for special police and stories about model police officers serving their first day on the police force.More than 17,600 people logged onto the microblog service on Sunday and some posts received hundreds of comments.Most welcomed the services, saying it can bridge the gap between police and average citizens and change the traditionally mysterious and superior image of police officers."This is really a good thing.
