SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) — Veterinarians with the San Diego Humane Society say too many pets are packing on extra pounds.The shelter sees overweight pets every day and recently received a 26-pound cat named Angelo; his family could no longer care for him. "Even though a lot of people may perceive him to be cute or funny, for us it's alarming to see an animal this size," said Dr. Danielle Clem, Hospital Director for the San Diego Campus.Overweight pets like Angelo are at risk for health complications like diabetes and severe arthritis."I really am a firm believer that good pet care starts with what you put in their food dish - and it's as simple as that," said Dr. Clem.Hospital staff put Angelo on a strict diet and began to encourage exercise. But Dr. Clem warns that if your pet needs to lose weight, it should be done under veterinarian supervision. "Cats losing weight too rapidly can actually be very dangerous."While Angelo has already been adopted, SDHS officials invite people to meet other cats during adopt-a-shelter-cat month. 1045

SAN DIEGO (KGTV) —  Christmas came early for Haley Proctor; a soon-to-be single mom and hospital corpsman with the U.S. Navy, based at Camp Pendleton."Thank you so much. I appreciate it!" Proctor exclaimed as she received a re-furbished 2017 Toyota Corolla.Before she arrived, the Corolla was loaded with items from a simple wish list: Diapers, baby clothes, a stroller, a car seat, and a teddy bear in a blue vest. All are the same color as the car. It's much needed transportation. "Drive back & forth to work and take my daughter to daycare and go to the grocery store and things I was doing on foot," she said. "They did. They did it in blue; it's my favorite color. So awesome." A small town girl from Indiana, where it's snowing now, Haley was grateful on many levels. The Armed Services YMCA, Caliber Collision, and Allstate Insurance weren't finished; presenting her with a check for 00 dollars."It's gonna make my life 2,000 times better!" she added. "So overwhelmed I can't even cry. Thank you so much. Such a blessing." One other blessing coming in about four months, "I think I'm gonna name her Gabriella. She's a blessing and this whole team's been a blessing to me. SAN DIEGO (KGTV) — Veterans Day will mark the last "fee-free" day of the year for visitors at Cabrillo National Monument.On Nov. 11, visitors will not be charged admission to visit the San Diego landmark as part of the National Park Service promotion — offered on several days throughout the year.Those who visit the monument at the tip of Point Loma will take in tremendous views of the San Diego skyline, Coronado, and the bay.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemWhile there, living history re-enactors will walk visitors back in time to the Age of Exploration. The glimpse shows how explorers traveled and the tools of their trade.Films are also shown covering Juan Rodriguez Cabrillo, the Point Loma lighthouse, and the ecosystem of the area. Inside the lighthouse, visitors can climb its narrow staircase to peek out from the top, learn about lighthouse lights, and how lighthouse keepers lived.
