SAN DIEGO (KGTV) -- An eventual return to outdoor dining for some North Park restaurants may not be an option due to a City of San Diego project.Right now, some businesses on 30th Street have left their outdoor dining structures just as they were before the latest stay-at-home order. However, concerns have been raised as the city’s pipeline replacement project, which includes a bike lane expansion, moves into its final stages.In a virtual meeting, city officials presented a plan to the North Park Main Street Business board of directors, informing business owners of what will be required of them as part of this construction. This will include restriping the bike lanes in their section and putting signage up.Several area business owners, like David Gamboa, were not happy to hear the plans. Business owners believe the project will cost them their parklets and outdoor dining spaces.“Not only are businesses scratching for every penny they can right now. Now we’re going to ask them to take their staff, time, and take whatever little money they have and stripe the street themselves. It seems crazy to me. It’s a big ask,” Gamboa said.The business owners are asking the city to delay the striping of the bike lanes until businesses can fully reopen.Typically, the city would require businesses to hire an engineer who would design a traffic plan. 1363

SAN DIEGO (KGTV) — An evacuee who tested positive for the coronavirus in San Diego was mistakenly released back into quarantine because their test sample was mislabeled.Four evacuees were brought from MCAS Miramar to UC San Diego Medical Center and provided samples for testing within the last week. Three of those four samples were not labeled in compliance with the same regulations between UC San Diego Health and the CDC, according to a Centers for Disease Control and Prevention spokesperson.Because of this, when the samples were brought to the CDC in Atlanta, three of them were not immediately processed.RELATED: First case of coronavirus confirmed in San DiegoThe CDC says the team in Atlanta then reported that the samples tested negative, when three of those samples had not actually been tested.As those three patients were heading back to the base to finish out their 14-day quarantine orders, the mistake was discovered. Officials asked the three patients to self-isolate in their rooms while they tested their samples.CDC officials said two samples came back negative and one was positive.RELATED: Miramar coronavirus evacuees start petition for quarantine oversightThe patient, a female, spent the night in her room on the base, before being returned to the hospital for isolation.UCSD Medical Center says she is in good condition and has minimal symptoms.CDC officials are now investigating whether the woman may have come into contact with anyone after they were released for a short time. SAN DIEGO (KGTV) - A stranger helped a woman through a flight from San Diego to Nashville in a random act of kindness caught on camera. Megan Schofield was on the Southwest plane and told 10News what she noticed. The flight had just started to take off when Schofield saw an elderly woman tightly clutching a young man’s arm. “Upon take-off, she mentioned she hadn't flown in 15 years and she was scared, and she said to the gentleman “Take my hand”, and he grabbed her hand,” Schofield said. Schofield discovered the woman was 96 years old and flying to celebrate her birthday with family across the country. “Seeing that, I told the gentleman I would want somebody to treat my grandmother the way you treated her.” Schofield posted the moment on Facebook, where it went viral. “Sometimes we're just so caught up in the hustle and bustle that we don't always see who needs help.” The man in the photo, identified only as Ben, emailed Schofield, saying he was happy such a simple moment could be so important to so many people. Schofield was inspired to pay it forward. “Yesterday on my flight home, a lady about the age of my mom… I could tell she was a little bit worried. She said “I don't fly, I drive” so I walked her to her gate and she gave me a big hug.” The elderly woman who received help from the young man is named Virginia, but we don’t know her exact identity.
