SAN DIEGO (KGTV) - San Diego Police released a composite sketch Wednesday in the search for a man who carjacked a woman at Fashion Valley Mall. The 57-year-old victim was walking to her car in the west parking lot near JCPenney Monday at 1:45 p.m. when the man approached her from behind, police said. The man put a knife to the woman’s neck and demanded her car keys and wallet. Officers said she turned over the items, at which point the man got into her 2017 white Nissan Sentra and drove away. The Sentra was later recovered, according to police. SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted unanimously Wednesday to extend a local and public health emergency in response to the coronavirus.The board cautioned that extending the emergencies did not indicate that the general public faced any higher risk of the virus."Today's vote reaffirmed the County of San Diego's decisive action on Friday to declare a local emergency and local health emergency was the right one," Supervisor Nathan Fletcher said in a statement. SAN DIEGO (KGTV) - South Bay Pentecostal Church has been involved in a legal battle since May regarding worshiping indoors, and officials think Friday could be the light at the end of the tunnel.Senior Pastor Arthur Hodges believes during a motions hearing Friday morning the church will be granted permission to reopen indoors.His hope comes from the latest rulings by several judges.On Dec. 3, the Supreme Court ruled places of worship in New York could reopen, saying restrictions meant to curb the pandemic violated the First Amendment of the Constitution.After that ruling, the high court issued an unsigned order to California judges to reconsider Gov. Gavin Newsom's restrictions.On Wednesday, a judge ruled restaurants could reopen indoors in San Diego."That absolutely makes us hopeful, and I've told restaurateurs, business owners, whatever, we're fighting for you, too. Now we have a bigger gun than they do. We've got the Constitution, OK; they don't have that. but they're finding ways to get around it with the right to assemble," Hodges said.Hodges said back in May their initial lawsuit was voted down 5-4 by the Supreme Court.Hodges believes under a high court that shifted majority when Judge Amy Coney Barrett replaced the late Ruth Bader Ginsburg, they will prevail."If religious liberties are lost, you can mark it down your personal liberties are going to be lost," Hodges said, arguing this lawsuit is to protect more than places of worship.Hodges said if they win this legal battle it will pave the way for the rest of the country. 1563

SAN DIEGO (KGTV) — Sara Jacobs, winner of the race to replace the retiring Susan Davis in California's 53rd district, is getting ready to begin the transition to Congress."Kind of feels like college. I’ll be going to freshman orientation, picking my office room, staffing my office. Talking with congresswoman Davis, to others about a transition. And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region.
