The Senate has overwhelmingly approved a new North American trade pact that rewrites the rules of trade with Canada and Mexico. Passage of the measure gives President Donald Trump a major policy victory before senators turns their full attention to his impeachment trial. The measure goes to Trump for his signature. It would replace the 25-year-old North American Free Trade Agreement, known as NAFTA. It tore down most trade barriers and triggered a surge in trade. But Trump and other critics blamed NAFTA for encouraging U.S. companies to move their manufacturing plants south of the border to take advantage of low-wage Mexican laborers. 654
This year's wildflower super bloom display in Southern California is so breathtaking, it's drawing too many visitors.Faced with traffic jams, crushed flowers and overflowing public toilets, authorities temporarily closed access to Walker Canyon to the swarms of tourists who'd flocked there to take the perfect Instagram picture of those bright orange poppies. It has since reopened, but parking is extremely limited, 430

The Senate passed a bill Tuesday to fund the 9/11 Victim Compensation Fund for decades, permanently compensating individuals who were injured during the 2001 terrorist attacks and their aftermath rescuing people and removing debris under hazardous conditions. The vote was 97-2 and supporters cheered when the vote was nearly over. The House passed the bill earlier this month and President Donald Trump is expected to sign it.Comedian Jon Stewart and surviving first responders including John Feal pushed Congress to pass the extension before rewards diminished and the fund expired in 2020."For tens of thousands of people that are waiting to hear the outcome of this, my heart bleeds with joy, knowing that so many people are going to get help," Feal told CNN. "Everything we asked for, we got."Feal said he gave 15 years of his life to the cause and the passage of the bill would change him. "I get to physically and mentally heal," Feal said.In the face of dwindling resources and a surge in claims, the fund's administrator announced in February that it would need to significantly reduce its awards. Special Master Rupa Bhattacharyya said the fund received over 19,000 compensation forms from 2011 to 2016 and almost 20,000 more from 2016 to 2018 in part due to an increased rate of serious illnesses. The original fund from 2001 to 2004 distributed over billion to compensate the families of over 2,880 people who died on 9/11 and 2,680 individuals who were injured, according to the Justice Department. In 2011, Congress reactivated the fund and in 2015 reauthorized it for another five years, appropriating .4 billion to aid thousands more people. The fund was set to stop taking new claims in December 2020.The new bill would extend the expiration date for decades and cost what is deemed necessary. The Congressional Budget Office estimates it will cost about billion over the next decade. Last week, Sen. Rand Paul, R-Kentucky, delayed the bill's passage, criticizing Congress for not offsetting its cost by not cutting government spending elsewhere. The bill is named after James Zadroga, Luis Alvarez and Ray Pfeifer, two New York police detectives and a firefighter who responded to the September 11, 2001, terrorist attacks and died due to health complications attributed to their work at Ground Zero. 2335
The United States Department of Agriculture says grocery store prices will rise 1 to 2 percent this year. However, there are ways to still save. For starters, begin with the meat. "We have to pay close attention to those sale prices specifically," says Erin Chase, who is known as the Dollar Dinner Mom. Chase says to pay attention to the store’s sale cycles. "Start following the sales and the sale cycles, and you will start to notice, hey about every six weeks, chicken breast is on sale at my grocery store,” she says. “And maybe every eight to 10 weeks, ground beef is on sale at my grocery store." Chase recommends buying only meat for or less per pound. When it comes to seafood, it's rarely found in a circular, so ask your grocery store when it goes on sale. "Because it's reduced for a quick sale, you need to do something with it fairly quickly,” Chase says. Besides saving big on protein, Chase says items in the center isles can be a great place to save. "Those items are usually the most couponable," she says. Chase says some of her favorite things to save on include toiletries and cleaning supplies. "If you can start saving on household things, cleaning supplies, medications--it’s cold and flu season right now--go stock up,” Chase says. "Because eventually, someone will need Tylenol or Advil." Couponing and going through the circular of sales can be time consuming, but Chase says to think long-term with your money. "If I can put in 5, 10 20, 30 minutes now, and I can save myself , , a week, multiply that by 52 and all of a sudden you're like, ‘Oh, that's worth spending 15-20 minutes looking at the ads.’" An easy place to start when it comes to looking for savings is to only look for sales on items you normally buy. 1781
