SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms.Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. He owns several restaurants, but the one is focused on is Bub's at the Beach in Pacific Beach. Brown says he is worried if they have to close again, they might close for good.Both businesses have followed the public health orders since the pandemic started. But for Brown, he says this time he is thinking it through."If we decide to stay open, it's not because we're trying to make a political statement. It's because we're trying to survive," he said. "You have the option of defying an order and staying open. How does that work? I have no idea, and it's not something I'm really interested in doing. But the other option is your doors are closed forever." 1724

SAN DIEGO (KGTV) -- San Diego police are looking for the driver that hit and killed a man in Chollas Creek early Friday morning.SDPD officers say it happened around 1 a.m. on Chollas Parkway. The man was either standing or walking in the street when a speeding car hit him.The victim died at the scene, police confirmed.Police do not have a description of the car but say it was a racer-type vehicle with a loud muffler. It was last seen driving southbound on 54th Street.SDPD's Traffic Division is investigating the crash. 531

SAN DIEGO (KGTV) - San Diego City Councilman Chris Cate sent a letter to Gov. Gavin Newsom's office on Monday, asking that comedy clubs in San Diego be allowed to reopen safely.The letter requests that performances be allowed to reopen in outdoor settings, with shows lasting no longer than an hour."We're not talking about concerts here where thousands of people are sitting next to each other," Cate said. "These are performances that are done while folks and individuals are having dinner in a restaurant setting, properly distanced, why should they be treated any differently?"Earlier this month, some comedy clubs, like The Comedy Palace in Kearney Mesa, moved their comedy shows outdoors, only to find out they were in violation of public health orders and made to stop.George Salek, co-owner of The Comedy Place, said they have a lot of outdoor space, and people were able to observe social distancing."Eighty people is what we're trying to put in 5,000 square feet," he said. "It's really safe."Cate said San Diego's entertainment industry is an important part of the economy."I think anyone who can fit the confines of what we want to have done," Cate said. SAN DIEGO (KGTV) — San Diego County Supervisors and health officials use 13 "triggers" to monitor coronavirus case trends and determine how public health orders are made.The triggers measure how the county's coronavirus cases are increasing or decreasing, hospital capacity, and the region's ability to track and monitor cases. According to the county, the health officer can modify health orders when community outbreaks, PPE supply, or ICU capacity are exceeded; or when one of more of the remaining criteria in at least two of the three sections below are met:Epidemiology (surveillance)Case Count: Increase new case counts of at least 10% for five consecutive days above a stable baseline without substantial increase in testingCommunity Outbreaks: Seven or more new outbreaks in community settings in a 7-day periodCOVID-Syndromic: Upward trajectory of COVID-like syndromic cases reported within a 14-day periodILI: Upward trajectory of influenza-like illnesses (ILI) reported within a 14-day periodHealthcare (hospital capacity)Hospital Capacity: Approach 80% capacity for all hospital beds in the countyIncreasing Hospitalizations: >10% increase in the number of confirmed COVID19 patients currently hospitalized, measured as an average of the past 3 days and compared to the average of the 3 days priorLimited Intensive Care Unit (ICU) Capacity: <20% availability of ICU bedsLimited Ventilator Capacity: <25% availability of ventilatorsPPE Supply: ≤ 50% of hospitals have at least a 15-day supply of PPEPublic Health (response)Cases: Greater than 8% of positive test as a percent of total tests within a 14-day periodCase Investigation: 70% or less of investigations are initiated within 24 hours of notification over a 7-day periodContact Tracing: Make first contact attempt for 70% or less of close contacts of new positive cases within 24 hours of identificationHomeless Population: Temporary shelter available for less than 15% of homeless population (e.g., space constraints, medically vulnerable household members, or otherwise) 2059

  

SAN DIEGO (KGTV) — San Diego is known for its many picturesque views along the coastline, but some of the county's most scenic vistas are further east.San Diego County park rangers want to encourage locals to experience the serenity at some of their favorite places to hike. Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. The trees are sure to please."El Capitan (13775 Blue Sky Ranch Road, Lakeside, Calif.): "You’ll really need to work for this photo. Take the main trail up, up, up. Feel rugged and pose next to an abandoned Jeep located near mile 5."Mt. Gower (17090 Gunn Stage Road, Ramona, Calif.): "Take the challenging Mt. Gower Ridge Trail to the summit, look for a granite boulder outcrop that mimic fangs. They are located around the 3-mile mark. Take a fantastic photo!"Lake Morena (2550 Lake Morena Drive, Campo, Calif.): "Head out on the 3.4-mile out-and-back dam access trail. At the scenic turnaround point, there is a gate to a historic dam that was constructed at the turn of the 19th century."Santa Ysabel East (500 Farmer Road, Julian, Calif.): "From the Farmer Road Staging Area, hike 2.3 miles to the Kanaka Loop junction and turn right. Following the Coast to Crest Trail 1.5 miles to a picnic table shaded by a stately oak. Enjoy the views of Palomar Mountain to the north and Cuyamaca Peak to the south. BYOB lunch and camera."Ramona Grasslands (Trailhead and staging area are on Highland Valley Rd., just east of Archie Moore Rd. in Ramona): "In addition to the usual animals you might expect to see at a County park, the Grasslands are home to cattle. If you see one, mooove to the side of the trail, keep your distance and snap a pic."Volcan Mountain Wilderness (1209 Farmer Road at Wynola Road, Julian, Calif.): "Stride through an art installation at the Volcan Mountain Preserve trailhead to start this pictorial hike. Then trek 2.5 miles up to a telescope, and continue on for about a quarter of a mile to the historic Lightway Beacon Tower – used in the 1920s by airmail carriers. Take all the pictures."Heritage Park (2454 Heritage Park Row, San Diego, Calif.): "Capture the history of Temple Beth Israel and its well-preserved 1800s-era style architecture."Tijuana River Valley Regional Park (2721 Monument Road, San Diego, Calif.): "Spooner’s Mesa offers panoramic, international views of the coast; look south into Mexico and north across miles of San Diego County coastline. The mesa sits above the river drainage – a little over 1.5 miles from the trailhead off Monument Road."Louis A. Stelzer County Park (11470 Wildcat Canyon Road, Lakeside, Calif.): "Pass the westernmost playground to climb the 0.6-mile Stelzer Ridge Trail, and veer right to the Kumeyaay Promontory – or continue on to Stelzer Summit to see the most spectacular landscape views."Los Pe?asquitos Canyon (12020 Black Mountain Road, San Diego, Calif.): "Visitors may see a small waterfall at the west end of the preserve. Just follow the easy 6.8-mile Los Pe?asquitos Canyon loop trail. Snap a pic at the falls. Also, stop by to meet two goats with big personalities.
