SAN DIEGO (KGTV) - The FBI’s Violent Task Crimes Force asked for the public’s help Monday to find a man known as the “Burgundy Bandit” and wanted for nine robberies in San Diego, La Mesa, and El Cajon.In each robbery, the man entered the business and approached an employee, flashing a gun hidden in his waistband, the FBI said in a news release.The man demanded money and walked away. SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said. "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up, his brother said. He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said. "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. SAN DIEGO (KGTV) — The county's average price for a gallon of gas eclipsed for the first time since May 22, according to AAA.The average price of regular gas in San Diego spike 9 cents Saturday and has risen 10 of the last 12 days for a total of 35.8 cents, according to AAA.Since last month, the average price is up more than 40 cents.MAP: Click here to find the cheapest gas in your areaIn California, however, the statewide average sits at .95 a gallon. The national average rests substantially lower, at .65 a gallon.The rise in gasoline prices has been attributed to several issues at refineries in California and just weeks after attacks on Saudi Arabia oil fields. SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. City data shows that there 11,300 permitted devices in January, down from 22,300 in July 2019.RELATED: San Diego City Council votes to ban electric scooters from boardwalksThe city installed its first signs warning of the ban at La Jolla Shores, where nobody was riding a scooter down the boardwalk around noon on Thursday. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer.
