MOSCOW, June 24 (Xinhua) -- Mayors of Beijing and Moscow signed here Thursday cooperative plan between the two cities for 2010- 2012.Moscow Mayor Yuri Luzhkov introduced the municipal administration, city plan and economic development to his Beijing counterpart Guo Jinlong, who led a delegation for a visit to Russia starting from June 20.Based on the cooperative plan, official delegations will engage in mutual visits during the three years, as well as exchanges between experts on energy efficiency, security, telecommunications, mass media and management.The plan said both sides would expand cooperation and provide support for each other on promoting economy, city plan and technologies.The two cities would also further develop collaboration and contact in education, social security, environment protection, heritage conservation, culture, sanitation, sports, city infrastructure, among other things.Beijing municipal government also donated two buses with green energy to Moscow.

BEIJING, June 13 (Xinhua) -- China strongly opposes a declaration issued by the European Union on a Chinese human rights case, said Foreign Ministry spokesman Qin Gang here Sunday.Qin made the remarks in response to a question on China's attitude towards the EU declaration.The EU said in its declaration that it regrets the decision of the higher people's court of Sichuan Province to confirm the sentence of Tan Zuoren to five years in prison for "subversion of state power."It also appeals to the Chinese government to release Tan unconditionally.Tan Zuoren, a former magazine editor, was sentenced in February on the charge of inciting subversion of state power. This week, the Sichuan provincial higher people's court upheld Tan's five-year prison term.Qin said, China's justice department handled the case independently according to the Chinese law.The EU declaration has interfered in China's judicial affairs," Qin said. "China firmly opposes and is strongly dissatisfied over it."Qin hoped the EU would respect China's judicial sovereignty and safeguard the overall situation of Sino-EU relations.

YICHANG, Hubei, July 28 (Xinhua) -- China's Three Gorges Dam on the swollen Yangtze River is experiencing another test as flood flows peaking at 56, 000 cubic meters per second, the greatest peak flood of the year, arrived at the dam at 8 a.m. Wednesday, engineers said.The dam buffered the flood by discharging water at a rate of 40,000 cubic meters per second, holding up 16,000 cubic meters in a second, they said.The water level of the reservoir behind the dam rose to 158 meters at 8 a.m. Wednesday, about 17 meters under its maximum capacity of 175 meters. Flood waters are sluiced with the water outflux monitored at 40,000 cubic meters per second at Three Gorges Dam in Yichang, central China's Hubei Province, July 20, 2010. SHANGHAI, Aug. 13 (Xinhua) - Swiss President Doris Leuthard Thursday said the rise in bilateral trade between Switzerland and China is a delightful surprise, as she seeks to expand economic cooperation with China through a free trade agreement.The trade increase was a surprise as it came during the economic crisis last year, Leuthard said.In the first six months of 2010, Swiss exports to China increased more than 30 percent and Chinese exports to Switzerland increased more than 16 percent.Total trade volume between the two countries during the period hit 6.2 billion Swiss Francs (5.86 billion U.S. dollars), she added.Leuthard said she is optimistic about the future of Sino-Swiss bilateral trade, as the two countries are working on a free trade agreement."We are ending feasibility study (for the agreement) so both sides know the market, the opportunities and the risks very well. It is very promising," she said.After the joint feasibility study, the two sides will enter the final stage ahead of the signing of the deal, she added.Talks on the free trade agreement began in 2007 when Leuthard, as head of the Federal Department of Economic Affairs, signed an agreement with then-Minister of Commerce Bo Xilai. WUHAN/XI'AN, July 23 (Xinhua) -- Authorities in two Chinese provinces traversed by the Hanjiang River, the largest branch of the swollen Yangtze River, issued fresh flood warnings Friday.The Flood Control and Drought Relief Headquarters in central Hubei Province said areas along the Hanjiang River will face severe floods.Pressure is building at the Danjiangkou reservoir, which is already dealing with the worst flooding of the year so far.The water level in the reservoir had risen to 150.74 meters by Friday, about 1.74 meters above the warning line, and is expected to rise to 152 meters before the end of the month.Engineers at the reservoir more than doubled the flow rate of water from 1,920 cubic-meters per second to 5,000 cubic-meters per second.Along the upper reaches of the Hanjiang River in Shaanxi Province, floods and landslides had left at least 73 people dead and 121 missing as of Friday noon, the provincial government said.About 213,000 residents from 24 counties and districts in the cities of Hanzhong, Ankang and Shangluo in southern Shaanxi have been evacuated. More than 60,000 houses have been destroyed or damaged.A new round of rainstorms began to pound the region Thursday. Between 20 to 80 millimeters of rain has fallen, raising water levels in the Hanjiang River.Authorities in Shaanxi have ordered disaster relief agencies and government departments evacuate flood-threatened residents as soon as possible.Floods in China this year had left 742 people dead and 367 missing as of 9:00 a.m. Friday.
