BEIJING, Nov. 17 (Xinhua) -- Chinese Vice Premier Li Keqiang and U.S. Secretary of Energy Steven Chu Tuesday called for stronger energy cooperation between the two countries.At a meeting in Beijing, Li said China and the United States had broad agreement and a common interest in maintaining energy security and promoting the development of clean energy.He said the fast growth of China's new energy industry provided great opportunities for foreign companies.Li hoped the two sides would strengthen communication and exchanges, deepen pragmatic cooperation in energy, and expand their clean energy cooperation.Chu said the United States attached importance to energy cooperation with China and would endeavor to promote bilateral programs.He called for joint efforts from the two sides in construction of a clean energy research center, and hoped they would promote joint research and development, and technology innovation.

BEIJING, Nov. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has called for innovations in reforming China's culture sector and for greater efforts in promoting the development of related industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks Friday while addressing a meeting of local publicity officials, according to a statement given to Xinhua on Saturday.Authorities should work for creating a "cultural atmosphere that improves scientific development and promotes social harmony," the official said.He added that efforts should be made to improve people's understanding of the importance and necessity of transforming China's economic growth mode and of the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015).The Proposal was adopted last month at the Fifth Plenum of the 17th CPC Central Committee.Further, Liu urged authorities to map out a blueprint for the reform and development of China's culture sector, in accordance with that proposal.

ASTANA, Nov. 10 (Xinhua) -- China's top political adviser, Jia Qinglin, met here Wednesday with Kazakh President Nursultan Nazarbayev and both sides called for intensified bilateral ties.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, said during the meeting that bilateral relations have witnessed fruitful development since the two countries established diplomatic ties 18 years ago.China and Kazakhstan have supported each other in such issues concerning their core interests as sovereignty, security and territorial integrity, Jia said.They also have carried out close cooperation under multilateral frameworks of the United Nations, the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia, the top adviser said.In addition, Jia said, both sides have kept close communications and coordination on major regional and international issues."Deepening relationship between the two was in line with the basic interests of the people in two countries, and China will work hard with Kazakhstan for a sounder and deeper relationship," Jia said.China and Kazakhstan bear great potential in economic development, and the two sides will further strengthen cooperation in the fields of finance, energy, transportation and tourism, Jia said.Nazarbayev hailed the close high-level contacts and the development of ties after the two countries established a strategic partnership in 2005.He also hailed the ever-deepening pragmatic cooperation that has benefited the two countries.Kazakhstan values the development of its ties with China and stands ready to work together to further enhance exchanges and cooperation in such areas as trade and economy, energy, and security so as to keep promoting their strategic relationship, the president said.Nazarbayev also vowed to intensify cooperation with China under the SCO framework."Since Kazakhstan is now chairing the rotating presidency of the organization, we will try all means to prepare and present a successful summit next year," he said.On the same day, Jia also met with Nurlan Nigmatulin, first deputy chairman of People's Democratic Party "Nur Otan." Jia called for closer ties between the Communist Party of China and "Nur Otan" party under the basic principles of "independence, equality, mutual respect and non-interference in other parties' internal affairs."Nigmatulin echoed Jia's remarks, and said he looked forward to closer contacts between the two parties to boost full development of relations between China and Kazakhstan.Jia arrived here Tuesday for a three-day goodwill visit to Kazakhstan.

  

BEIJING, Dec. 24 (Xinhua) -- China's health care reform funds - 850 billion yuan (126 billion U.S. dollars) over three years - were mainly used to build a basic medical insurance system for urban and rural residents, said Minister of Finance Xie Xuren Friday.Xie made the remarks at the 18th session of the Standing Committee of the 11th National People's Congress (NPC), a bimonthly session that began Dec. 20 and will end Dec. 25.The government in April 2009 unveiled a 850 billion yuan three-year plan for national health care reform.With the funds, the government promised universal access to basic health insurance, the introduction of an essential drugs system, improved primary health care facilities, equitable access to basic public health services and a pilot reforms for state-run hospitals.Chinese lawmakers attend a meeting of the 18th session of the Standing Committee of the 11th National People's Congress (NPC) in Beijing, capital of China, Dec. 24, 2010. Xie reported that in 2009, the government spent 399.4 billion yuan on health care, with 64.5 billion yuan on the medical insurance system, 24.6 billion yuan on public health services and 21.7 billion yuan on grassroots medical institutions in rural townships and small urban communities.This year's medical and health budget was 443.9 billion yuan, Xie said.By the end of last month, 55.6 billion yuan had been spent on the medical insurance system and 31.6 billion yuan on grass-roots medical institutions, according to statistics from the Ministry of Finance.Xie said the central government will enhance health care reform, strengthen monitoring on the funds' disbursement, and supervise local governments allocation of funds."We will fulfil the 850 billion yuan plan," he said.Thanks to the country's financial support, some 1.26 billion Chinese are covered by the basic medical insurance system, with 424 millon of them in cities and towns and 835 million in rural areas.Under the medical insurance system, governments in urban and rural areas this year paid no less than 120 yuan per person per year in subsidies, with about 60 to 75 percent of inpatient medical expenses being reimbursed.According to Vice Minister of Health Zhang Mao, improving the medical insurance system and decreasing the cost of individuals' medical treatment helps ensure affordable health services for all people.Regarding the increased cost of health care, Zhang urged state-run hospitals to seek less profit and stop over-treating.To make the payment of medical expenses convenient, the government is promoting the use of a one-card system, to allow patients to be reimbursed as soon as possible, Hu Xiaoyi, vice minister for human resources and social security, told lawmakers.According to Hu, more than 800 million cards will be issued during the next five-year program (2011-2015).

  

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.
