SAN DIEGO — A San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he said. He spoke with Scripps station KGTV in San Diego on the condition of anonymity for fear of losing his badge.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.KGTV was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is strictly voluntary and that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 832

SAN DIEGO — (KGTV) -- The Del Mar Fairgrounds is weighing its legal options after the KAABOO Music announced that it would move to Petco Park in 2020, the venue's CEO told 10News.Fairgrounds chief executive Tim Fennell declined a formal interview, but pointed to language in the Fairgrounds' contract with KAABOO that blocks the festival from holding a similar event within a 75-mile radius the year it cancels the contract. KAABOO announced Sunday it would end its contract with the Fairgrounds for the 2020 concert and move to Petco Park downtown.RELATED: KAABOO under new ownership days after revealing move from Del MarThen this week, KAABOO announced its assets were sold to a new company, an affiliate of Virgin Fest.In a statement, a spokeswoman for KAABOO said the prior contract's terms do not apply."As reported, we acquired only the assets of KAABOO. Accordingly, all liabilities remained with the previous owners, so we are not aware of their obligations," she said. The music festival, rebranded KAABOO San Diego, is scheduled for Sept. 18 to 20, 2020 at Petco Park and surrounding parking lots. 1117

SAN DIEGO (CNS) - A 28-year-old man was behind bars Friday on suspicion of stabbing his girlfriend multiple times inside a Colina Del Sol apartment, police said.Dispatchers received multiple calls shortly before 10 p.m. Thursday from neighbors who reported hearing screaming coming from one of the apartments in a complex on 49th Street just south of El Cajon Boulevard, San Diego police Officer Tony Martinez said.Officers responding to the scene found that a woman had been stabbed multiple times and the suspect had fled, Martinez said. The victim, whose age was not immediately available, was taken to a hospital for treatment of her wounds, which were not believed to be life- threatening, the officer said.Around 10:35 p.m. Thursday, the suspect apparently called 911 and told a dispatcher his location, and that he was going to surrender, the San Diego Union-Tribune reported. The 28-year-old man, whose name was not immediately available, was taken into custody around 10:45 p.m. on El Cajon Boulevard near El Cerrito Drive, Martinez said. 1053

SAN DIEGO (CNS) - A horse that fell into a ravine in Descanso and had to be rescued by county law enforcement and animal services personnel was recovering Tuesday.According to county officials, a woman was riding the horse along the Harvey Moor Trail when they slid down a slope into the ravine on Monday, prompting a response by the San Diego County Sheriff's Department, Cal Fire and county Animal Services. An equine veterinarian was also called in to help with the rescue.Ropes were used to right the horse, allowing the animal to walk out of the ravine on its own. The equestrian was unhurt in the fall and the horse the ravine on its own. The equestrian was unhurt in the fall and the horse suffered only minor scratches, according to county officials.``When people and animals are in need of assistance, the community will always come together to provide this assistance,'' said County Animal Services Director Daniel DeSousa. ``This was epitomized in this rescue of the horse with the various agencies working side-by-side to extricate the horse from its predicament.'' 1085

SALT LAKE CITY — A pair of best friends who met while studying at Utah Valley University are taking a long, unique journey to deliver a message of peace.James Alan Thompson of Sandy and his friend Paul T. Chavez are walking across the United States.Their journey began on June 24 in San Francisco. They hope to complete the 3,000-mile journey in Washington, D.C., by December. They were inspired to make the trek after seeing civil unrest and protests erupt across the country.“What is it we can do to make an impact, instead of just complaining about what’s going on,” Thompson said. “Talk to people in person and talk to them about how they have received kindness in their lives."The friends hope that by connecting with individuals from all walks of life and from all over the country, they can show there is much more that unites people than divides.“It’s touching one life at a time, one day at a time,” Chavez said. “We are opening up a space for this conversation about peace.”“There are good people in this country. This country is not as divided as some think it is,” Thompson said.Thompson and Chavez are walking about 20 miles per day. They expect to pass through Utah sometime in August.“Once we reach Salt Lake City we will do a day of kindness where we bring people together. We are going to try to serve the homeless population,” Thompson said.“To me, it’s about making a ripple in a river or lake that potentially has the chance of causing a wave,” Chavez said. Those who would like to follow James and Paul or support their journey can do so by clicking here. This story was originally published by John Franchi on KSTU in Salt Lake City. 1660
