ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. FALLBROOK, Calif. (KGTV) - A motorcyclist suffered life-threatening injuries Friday when a tree fell on him during a period of high winds in Fallbrook.The tree that injured the motorcycle rider fell on South Mission Road and West Elder Street, according to North County Fire. The unidentified man was flown to Palomar Hospital. Another tree fell at De Luz Road and Patton Oaks Friday afternoon, shutting down De Luz for about two hours. San Diego County Roads crews assisted firefighters in clearing the street. Ensa Cosby, daughter of embattled comedian Bill Cosby, has died at the age of 44, TMZ reported and the Associated Press confirmed on Monday. Ensa Cosby reportedly died Friday night in Massachusetts. The cause of her death is unknown as of Monday afternoon. Ensa Cosby was a steadfast supporter of her father, who has been battling accusations of sexual misconduct. Bill Cosby faced a sexual assault trial in 2017, which ended in a mistrial. Ensa Cosby issued a statement on last year on "The Breakfast Club" radio show backing her father. "The accusations against my father have been one-sided from the beginning. When he tried to defend himself, he was sued in civil court," she said. "I've seen the accusations become more horrific and extreme with time and I've witnessed my father's reputation and legendary works be dismissed without any proof."I strongly believe my father is innocent of the crimes that are alleged against him and I believe that racism has played a big role in all aspects of this scandal. Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220
