ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. But in order to do so, he says he had to hack off a tree stump, modify his fence, and take down a portion of his yard's retaining yard to give the tractors enough room to be moved.10News has reached out to the City of Escondido for possible alternatives or a solution to Masters' violation, and have yet to hear back. 1815

(KGTV) - A motorcyclist suffered life-threatening injuries Friday when a tree fell on him during a period of high winds in Fallbrook.The tree that injured the motorcycle rider fell on South Mission Road and West Elder Street, according to North County Fire. The unidentified man was flown to Palomar Hospital. Another tree fell at De Luz Road and Patton Oaks Friday afternoon, shutting down De Luz for about two hours. Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220

  

Federal prosecutors announced Wednesday that they have struck a non-prosecution agreement with National Enquirer parent company American Media Inc., effectively ruling out charges for the tabloid publisher over its role in securing hush money from President Trump's longtime personal lawyer Michael Cohen.As part of the agreement, AMI admitted to making a payment of 0,000 in cooperation with members of Trump's presidential campaign in order to prevent former Playboy model Karen McDougal's claims of an affair with Trump from being made public during the 2016 race.AMI chairman David Pecker is a longtime friend of Trump's, and the Enquirer was one of Trump's most reliable and enthusiastic media boosters during the campaign.Pecker met with Cohen "and at least one other member of the campaign" in August of 2015, according to the non-prosecution agreement, which was struck with prosecutors from the office of the U.S. Attorney for the Southern District of New York."At the meeting, Pecker offered to help deal with negative stories about that presidential candidate's relationships with women by, among other things, assisting the campaign in identifying such stories so they could be purchased and their publication avoided," the agreement read. "Pecker agreed to keep Cohen apprised of any such negative stories."Details of the payment to McDougal emerged in 2016, mere days before the election, when the Wall Street Journal reported about her agreement with the Enquirer. At the time, AMI insisted that it "has not paid people to kill damaging stories about Mr. Trump." The reported agreement drew wider attention earlier this year following a story published by The New Yorker, which shed light on the tabloid practice of "catch and kill," wherein a publication purchases a story purely so it won't run.
