WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. BEIJING, April 28 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday called for greater efforts to fulfill the energy-saving and emission reduction goals set out in the nation's 11th Five Year Plan.According to the plan laid out in 2006, China will cut its per unit GDP energy consumption by 20 percent compared with 2005 levels by the end of 2010.Relevant departments must work harder to help enterprises close down old and polluting production facilities, he said at a State Council meeting.The departments must also suspend approval of new projects by enterprises failing to eliminate backward production capacity, he added.He also stressed efforts to curb the expansion of high energy-consuming industry, and emphasized strict control of exports of goods produced in an energy-inefficient way.Wen said energy-saving and emission reduction are priorities for the construction and transportation industries.Public institutions nationwide are expected to lower their energy consumption by 5 percent year on year in 2010, he added.More energy-conservation and emission-reduction publicity campaigns should be organized to promote the development of "green" consumption, he said.

BEIJING, June 2 (Xinhua) -- China's vegetable prices will fall further with increasing supplies as temperatures continue to climb, the National Development and Reform Commission, the country's top economic planner, said Wednesday.Average retail prices for 15 kinds of vegetables, including tomatoes, cucumbers and eggplants, dropped by 10.15 percent in May from April, the NDRC said.Prices for some vegetables fell drastically when the peak supply season came by the end of May, it said.NDRC monitoring showed prices of cucumbers on May 26 averaged 4.04 yuan (59 U.S. cents) per kg, 22 percent down from a month earlier while green rape dropped 20.1 percent in price month on month to 7.82 yuan per kg.In China, food prices account for a third of the weighting in the consumer price index (CPI), a main gauge of the country's inflation.China's CPI picked up in April, rising 2.8 percent year on year because of lower comparison base last year and rising food prices because of adverse weather.The government set a target to keep the full-year growth in the CPI at about 3 percent this year.

BRISBANE, Australia, April 4 (Xinhua) -- All the crew members are safe after a Chinese coal ship ran aground off the eastern coast of Australia on Saturday, said Chinese Consul-general in Brisbane Ren Gongping on Sunday.Ren told Xinhua that the 230-meter-long bulk coal carrier Shen Neng 1 ran aground about 70 km east of Great Keppel Island in Queensland State shortly after 5 p.m. on Saturday.The vessel, carrying 950 tons of heavy fuel oil and 65,000 tons of coal, is bound for China.Ren said he had phoned the captain of the carrier, Wang Jichang, who told Ren that drinking water and food are enough for the 23 crew members. The incident caused no injuries to the crew.The consul-general said the captain told him the incident is not serious and repair is underway.Ren added that he was very much concerned about the safety of the Chinese crew and he had contacted the local police immediately after learning the incident. The police had assured Ren that they would try their best to safeguard the crew in case of an emergency.Three police ships have reached the area and are ready to take the crew to safe place from the coal carrier.
