SAN DIEGO (KGTV) -- San Diego Harbor Police have cited a charter company for violating the county's health order. A sergeant for Harbor PD confirmed with 10News that Flagship Cruises and Events was cited for being in violation. The county health order states that recreational boating is allowed provided all occupants of a boat are from the same household.10News cameras were rolling as people walked onto the Flagship Cruises and Events dock and onto the company's Spirit of San Diego, capturing the boat's departure and arrival back into the bay. It is unclear if those boarding were all members of one family. 10News reached out to the company and a spokesperson sent us a picture of the county health order saying "We are stating we are part of section 14E, not C. That section states in part, "other public or private outdoor recreational facilities (other than community pools per State order), including recreational equipment (such as bicycle, boat, kayak, equestrian and surfboard) rentals may be open for limited use."Flagship's website states, "We are Open" and has several sections outlining how they are operating during the pandemic. One section states that masks are required for passengers and everyone must respect six-feet social distancing guidelines. The website also states that all employees will be in masks, gloves and screen upon arrival. Also adding that the company is limiting the number of passengers per cruise to allow for maximum distancing and that they've invested in new machinery to sanitize all chairs between cruises. Harbor Police says the citation for violating the county health order has a maximum fine of a thousand dollars and up to a year in jail. 1702

The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. SAN DIEGO (KGTV) -- San Diego Police arrested a woman last week for reportedly sex trafficking two young girls. According to police, the woman, identified as Desiree Morton, called officers on July 17 to report that she was a victim of domestic violence and that her boyfriend stole her vehicle. When officers responded to the unspecified location, they found Morton, along with two other girls police say appeared to be younger than 18 and had no identification cards. Police say the girls also had tattoos along their jaws. The two girls later told investigators they were 14 and 15-years-old. Officers arrested Morton after she reportedly admitted to prostituting the girls. The girls were taken into protective custody. 732
