BEIJING, Jan. 18 (Xinhua) -- China's Ministry of Civil Affairs (MCA) channeled more than 1 billion yuan (about 151.8 million U.S. Dollars) raised by the lottery to public welfare programs in 2010, according to a statement issued by the MCA Tuesday.China's government-run lottery raised 30 billion yuan for public welfare funds in 2010, according to the MCA.Half of the funds were allocated to welfare projects administered by central authorities, including the MCA, and half to welfare projects organized by local governments.The quota for the MCA to use at its own discretion was 1.053 billion yuan, which was mainly directed for improving the welfare of the aged, the disabled, children, and those impacted by natural disasters.Of the 1 billion yuan, 604 million yuan went to providing care and rehabilitation to the aged and the disabled.Additionally, 417 million yuan went to welfare programs for children, including providing care and rehabilitation to disabled orphans, children suffering cerebral palsy, AIDS-impacted children, and providing shelters to homeless juveniles, among others.The rest of the fund went to government procurement of social services, and retrofitting incineration and burial infrastructures in the underdeveloped west and central regions.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. BEIJING, Dec. 6 (Xinhua) -- A senior official of China's National Energy Administration (NEA) encouraged Chinese firms to invest in the renewable energy market of the United States to boost their competitiveness in the international market.The statement was made by Wang Jun, head of the department of new energy and renewable energy at the NEA, during the wind power section at the China-US Renewable Energy Investment Forum, also attended by officials from the U.S. Department of Energy and the Department of Commerce."While a number of U.S. companies are establishing firms manufacturing wind turbines, bearings and current converters, thus making China an important part of their global business, the U.S. wind power market remains relatively unknown to Chinese firms," said Wang.He noted that the U.S. wind power market has great potential but is short of funding in the wake of the international financial crisis. ISLAMABAD, Dec. 18 (Xinhua) -- Chinese Foreign Minister Yang Jiechi and his Russian counterpart Sergei Lavrov on Saturday night called for restraint from all parties concerned to avoid escalation of tension on the Korean Peninsula.During a phone conversation with Lavrov, Yang, who is accompanying Chinese Premier Wen Jiabao on a visit to Pakistan, said the situation on the peninsula has become tense recently and may further deteriorate.China firmly opposes any actions to cause tension and worsen the situation, and demands both sides on the peninsula show calmness and restraint, carry out dialogue and contact, and completely avoid any actions that would fuel the tension, Yang said.China hopes other concerned parties would do more to help ease the situation on the peninsula, he added.Yang said China insists that all parties concerned conduct dialogue and consultation, and seek a peaceful settlement of the dispute.China is willing to keep close communication and coordination with Russia to prevent the situation from deteriorating and getting out of control, and help maintain peace and stability on the peninsula and in Northeast Asia.Lavrov, for his part, said Russia attaches high importance to the developments on the peninsula, adding his country has expressed great concern to relevant countries and demanded utmost calmness and restraint from all parties concerned.Russia is willing to work with China to make active efforts to reduce the tension on the peninsula, he said.South Korea has declared plans for a live shell artillery drill in the tense waters southwest of Yeonpyeong Island on a selected date from Dec. 18-21 depending on weather conditions.The Democratic People's Republic of Korea (DPRK) on Friday urged Seoul to immediately stop its plans for the shelling exercise, warning it would deliver a second and third "unpredicted self-defense counterattack" that would be bigger and more powerful than the previous one.South Korea and the DPRK exchanged artillery fires near the Yeonpyeong Island on Nov. 23, which killed four South Koreans.
